- This specification defines performance requirements for Special operations Forces (SOF) Tactical Communications Basestation (STC-B). RFI: SOF Tactical Communication - Basestation (STC-B) This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement of the Government use of such information. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. The intent of this RFI is to 1) Identify non-developmental items that can satisfy the requirements stated in this RFI and the attached performance specification; 2) Identify companies that possess the technical, production, and support capabilities required to support proposed technical solutions over their lifecycle; 3) Determine technological feasibility, supportability and readiness levels of required key attributes; 4) Assist in formalizing requirements and the acquisition strategy for the SOF Tactical Communication - Basestation. In addition, USSOCOM is willing to enter into Cooperative Research and Development Agreements (CRADAs) with interested industry partners related to this RFI. CRADAs are non-contract agreements that allow U.S. Special Operations Command (USSOCOM) and one or more non-Federal parties to conduct specified research and development efforts that are related to and consistent with the mission of USSOCOM. CRADAs may not be used to circumvent the statutory and regulatory requirements of federal procurement laws. CRADAs are contracts in that they are legally enforceable documents. No MFP-11 funding is involved. CRADAs are not a vehicle for providing funding to a non-Federal entity. CRADAs do not commit USSOCOM to purchase any product developed through the research and development process. USSOCOM will consider all reasonable requests from Non-federal parties to participate in CRADAs. In addition, USSOCOM CRADAs are restricted to those where no funding is transferred from a domestic entity to the Government. USSOCOM CRADAs with Foreign Owned or Controlled Interests are prohibited. CRADAs will expand USSOCOM's capabilities for research and development, and to transfer knowledge and technology to enhance both defense capabilities and the civilian economy, consistent with USSOCOM's mission. SOF TACTICAL COMMUNICATION - BASESTATION (STC- B) CONCEPT The STCB will integrate current and future user provided SOF Tactical Communications (STC) devices into a single base station. Consideration factors: • Provide remote management and distribution of radio functionality via "radio gateway" o Remote control of integrated radio system configuration o Remote access to both data and voice functionality of integrated radio system o At least one speaker • Interoperability with SOF Transport and LAN Programs of Record systems (i.e., SDN/TACLAN) and allow TCP/IP access to the GIG • IPV4 and IPV6 compatible • Meet H.323/SIP standards • "WAVE" Interoperable • Information Assurance compliant • scalability from 2 tactical communications networks up to 20 via "Radio Gateway" o 50% of circuits amplified o Universal radio mounts • Self contained to include the tactical communications but allow external hookups • Ease of transport, handling, use, and setup • Minimize ancillary devices, encourage multi-functional device or decrease SWaP • Connected (SIE/SOFNET) and disconnected (RF) operations • Durability (austere environmental conditions) • Handle all power sources throughout the globe o Continues operation during short duration power outages o Operate from commercial and Military DC power sources • Ease of declassification • Range vs. ancillary device requirement and size, weight • Open system architecture Interested parties should review the attached STC - B Performance Specification, and within 45 days after release of this RFI provide information regarding existing or near-term mature capabilities or products that meet all or a subset of the identified attributes.
