- Amendment No. 0002 - W912BU-13-R-0035 - EA WWTP Upgrade Contract work is for the upgrade of the Edgewood Area (EA) Wastewater Treatment Plant (WWTP) to meed Enhanced Nutrient Removal (ENR) limits for total nitrogen and total phosphorus and other facility renovations. The upgraded facility will have a design capacity of 1.2 MGD. Base contract work includes, BUT IS NOT LIMITED TO: (1) modifications to the existing structures, (2) construction of a new Influent Screening Facility and associated building and equipment, (3) improvements to the two existing Primary Clarifiers, including concrete repairs and new clarifier mechanisms, and (4) all associated structural, architectural, mechanical, plumbing, HVAC, electrical, site work, utility work, and instrumentation and process control systems. Option work consists of: (1) construction of the Grit Removal Facility, E-3968; (2) construction of Aeration/Mixing System for Shellfish Protection Tank No. 1. E-3960; (3) construction of sludge mixing pumps; (4) construction of Rapid Mixer Drive Unit, E3962-MXR-01; (5) construction of Flocculation Mixer Drive Units, E3961-MXR-01 and E3961-MXR-02; (6) construction of Post-Aeration Mixer Drive Units, E3959-MXR-01 and E3959-MXR-02; and (7) construction of Secondary Influent Flow Meter Vault. This acquisition will utilize the best value source selection process with the intent to award one contract to one responsible offeror whose proposal, conforming to the Request for Proposal (RFP), is the lowest price technically acceptable (LPTA). The evaluation factors are: Factor 1 -Experience, Factor 2 - Key Personnel, Factor 3 - Past Performance, and Factor 4 -Price. Award of the contract will be made as a whole to the offeror whose proposal conforms to all requirements of the specifications and is the lowest price technically acceptable. Complete evaluation criteria will be conveyed within the RFP. The contract is to be awarded on a Firm-Fixed Price basis only. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. An organized site visit is tentatively scheduled for 24 June 2013 at the Edgewood Area Wastewater Treatment Plant, Building E-3857. The POC for the Site Visit is Michael Anderson, Michael.M.Anderson@usace.army.mil or 410-436-8690. Attendees are advised: (1) at the APG Gate, all personnel must sign in at the Visitor Center; (2) all personnel must provide a valid photo ID (driver's license); (3) all personnel must state their destination, quote mark Wastewater Treatment Plant, Building E-3857 quote mark ; and (4) vehicle drivers must also present their vehicle registration, a day pass will be issued to the driver, and the pass must be displayed on the dashboard of the vehicle. Due to security reasons, photographs and video of any kind are prohibited. The NAICS Code for this project is 237110. Estimated cost range of the project is $10,000,000.00 to $25,000,000.00. The expected period of performance is 540 calendar days. Issue date for the Request for Proposals is on or about June 14, 2013 with proposals due by 2:00 pm, local time, on or about July 25, 2013. Liquidated Damages will be specified. Award will be made as a whole to one offeror. This procurement is advertised as Unrestricted. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. It is the contractor's responsibility to monitor FBO for any amendments. All amendments to this solicitation will be posted to FBO at the above address. Hard copies of amendments will not be furnished. It is the contractor's responsibility to monitor the web site for any amendments to this solicitation.
