Description
The objective of this effort is to provide Construction Surveillance Technicians (CSTs) to deter and detect unauthorized access to construction areas; deter introduction of unauthorized materials to the site; to observe activities of construction workers to identify indicators of criminal activity to include but not limited to gang tagging, material theft, vandalism; and deter and detect the implantation of clandestine surveillance devices or systems into the structure being constructed. The CSTs will also be responsible for escorting workers as required, to meet on-site security restrictions and requirements as determined by the Site Security Manager and the Construction Security Plan. Any additional security requirements relative to particular spaces will be identified by the Tenant Security Managers. This surveillance process will be performed in accordance with the requirements set forth in the IC Tech Spec-for ICD/ICS 705, dated April 23, 2012, ICS 705-1, dated September 17th, 2010 and the approved Construction Security Plan. The Contractor shall perform countermeasures surveillance, inspection, and overall construction monitoring duties and activities to prevent the insertion of any clandestine surveillance device into controlled facilities or any finished construction at any point during any construction type activity. The Contractor will manage access control as directed by the government, of identified areas based on security needs of a given space. The Contractor shall be responsible for examining, as directed by the government, all equipment, materials and furnishings destined for use in the Controlled Access Areas.
