Description
Scope of Work Project Title: Upgrade Animal Lab 18thWest Project No: 630-13-121 THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. The Department of Veterans Affairs is seeking a qualified Architect-Engineering (AE) firm to provide Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for Project No 630-13-121, Upgrade Animal Lab 18th West located in the New York Harbor Medical Center, Manhattan Campus. This procurement is restricted to Veteran Owned Small Business (VOSB) firms. This requirement is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. Applicable NAICS code is 541310 and small business size standard of $7 Million. Magnitude of Construction is between $2,000,000 and $5,000,000.00. This is a 100% Veteran-Owned Small Business Set Aside. The anticipated award date of the proposed A-E Contract is on or before September 30, 2013 depending on availability of funding. Potential contractors must be registered in SAM (www.sam.gov) and visible/certified in Vet Biz (www.vetbiz.gov) at time of submission of their qualifications in order to be considered for an award. As a prospective offeror or bidder for this Veteran-Owned Small Business (VOSB) set aside, you are verifying your company meets the status requirements of a VOSB concern as established by 38 CFR Part 74. NOTE- Offerors are referred to VAAR Clause 852.219-11(c)(1): "Services (except construction) at least 50 percent of personnel for contract performance will be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns". In order to assure compliance with this clause, all firms submitting a SF 330 for this Sources Sought Notice are required to indicate what percentage of the cost of contract performance will be expended by the concerns employees and in which discipline(s) and percentage of cost of contract performance to be expended (and in what disciplines) by any other subcontracted or otherwise used small or large business entity(s). Any subcontracted or otherwise business entity(s) used must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), large, etc). LOCATION This project will be to Upgrade the Animal lab located at the New York Campus VA Medical Center, 423 East 23rd St, New York, NY 10010-5011. Scope of Work: Part I 1.Provide architect/engineer services to prepare construction drawings and specifications in accordance with the VA HVAC design manual for HVAC. The main goal of this project shall be to correct the excessive humidification condition reported in the summer season during times of high heat and humidity. 2.Provide solution to pass the AAALAC inspection for October 2014, include ventilated cage, safety control 3.Evaluate the existing HVAC system and provide deficiencies report. 4.Engage the services of a test and balancing contractor to obtain up to date accurate performance value for the AHU serving the Vivarium. 5.All work shall be done in accordance with the VA specifications, VA design guides, NFPA, and NEC codes and standards. Part II Provide A/E professional services to prepare preliminary investigation, schematic, programming & basis of design report, design development drawings, contract drawings, specifications and cost estimates for the VA Medical Center at 423 East 23rd Street, New York, NY for the project describe below. 1.Replace entire HVAC system for Animal Lab including Supply, Exhaust Units, duct work, dampers diffusers, grills and associated digital control for temperature and humidity. 2.Replace entire existing floor with new slip resistant epoxy flooring system 3.Replace ceiling with impervious ceiling 4.Replace lights and sprinklers 5.Correct leak come from roof, MER, condensate steam, chill water or steam (this is difficult because we don't know exact location and quantity because there was no reports or research that was done before). If this problem is not correct while we have the ceiling down then we will face the same problems when there are rain, hot or cold temperature condition. 6.Epoxy paint and patch all holes gaps on walls, ceilings or floors. 7.Replace sinks, doors, install ramp, install drain in animal rooms, install cove base all rooms 8.Remove pipes, hoods, repair/replace freezers 9.Renovate staffs office, provide sufficient ventilation, electrical outlets and furniture 10.Install exhaust for cage wash 11. Install electrical outlets for OR rooms and other locations as necessary 12.Correct medical air, gas and vacuum for animal OR rooms 13.Correct all deficiencies that are listed in the report call "Research Facility Condition Assessment" from VHA Office Research and Development for Manhattan Animal lab. There are 2 options to temporary housing the animal while construction takes place. One option is to rent a trailer to house the animals which require AE to show connections to all utilities. Exact location will be determined. The other option and more cost effective options is to renovate 13W OR rooms to house the animal for the time of construction on 18W. However, 13W needs to correct the following. a. HVAC air exchange, supply and exhaust b.For security, Install camera, keycard, light timer, temperate sensor, humidity sensor, checkpoint and connect to VA Police Operation c.Remove OR table and light The A/E shall consider the impact to the other areas and floors of the hospital that the renovations will cause. The A/E shall develop construction phasing plans to minimize the disruption to the hospital and other spaces. The A/E services will be phased into two parts. Phase I Physical Investigation:A/E shall do a physical investigation at the job site and provide a "Preliminary report (Base of Design Report)". The report will include evaluations and recommendations of the existing spaces and utilities, including: mechanical, electrical, plumbing and asbestos. The A/E evaluation shall include, but not limited to, the following items. 1.Investigation of the current mechanical units that are supplying and exhausting 18W spaces to determine whether the units can meet the new demand of air flow, air changes, humidity and temperature. The current mechanical units S-1 supplies air to the West Wing for 18West Animal lab The A/E shall determine current air flow by providing testing to the existing systems. The results of this test and the recommendations for the new design shall be included in the report. If based on the findings, testing, current design standards and the anticipated new design loads for the spaces is determined the existing system will not meet the design criteria then the recommendation is to replace AC units. The A/E shall develop a plan to minimize the effect to the other floors affected by the replacement of the unit(s). The A/E shall develop plans consisting of temporary measures and units needed to provide AC to the affected areas of the hospital served by these units. Any recommendation for unit replacement shall consider all components associate with HVAC, such as, supply, return, exhaust, VFD, steam, chill water, secondary chill or hot water, reheat coil, louver, ductwork, diffusers, etc. 2.Investigation of the current plumbing systems to determine if the additional bathrooms, lavatories and sinks that will be added can be accommodated to the Animal lab and end users. Medical Gas systems must also be evaluated and installed for animals. 3.Investigate existing building document. Any existing documents that the VA may have are not to be used as fact they should only be used for guidance. A/E is responsible to physically verify all conditions. 4.Investigate and provide services of asbestos survey using a C.I.H. Upon acceptance of the BDR report and the asbestos findings from the survey the C.I.H shall provide air monitoring services during the asbestos removal. 5.Include cost estimates for the various recommendations and items in the report. Design Development:A/E shall meet with the "End Users" of the space and VA Engineering to further develop the program for the Animal lab. 1.Using the VA Design Standards and refine the program defined in the above Project Description. The A/E shall provide conceptual floor plans of proposed space indicating the new room names, sizes and equipment layout. 2.A/E shall present the "Conceptual Building Plans" to the "End Users" and VA Engineering for approval and revise as needed. 3.Develop a conceptual cost estimate for all disciplines. 4.Conceptual plans shall be designed in accordance with NFPA 101, VA Space Planning Criteria, VA Design Standards and VA Design Plates and Equipment List. Plans shall also confirm to the Association for Assessment and Accreditation of Laboratory Animal Care, (AAALAC) and the latest Joint Commission on Accreditation of Health Care Organizations standards (JCAHO) 5.Perform Task 1 through 5 according to the "Special Instructions-Asbestos Abatement" and Lead Abatement documents. Phase II Upon VA review and acceptance of the "Preliminary report (BDR)" and the Conceptual Plans, the A/E will proceed with this phase of the project. Construction Documents:A/E shall further develop the approved "Conceptual Building Plans" into a full set of construction documents. These documents shall be based on the Supplemental B to SF252 Service Agreement and include, but not be limited to, the following drawings and specifications. 1.Asbestos Abatement 2.Architectural 3.Architectural Signage 4.Interior Design, Finishes and Colors. 5.Furniture, Fixtures and Equipment 6.Structural 7.Plumbing 8.HVAC 9.Electrical 10.Fire Protection 11.Phasing Requirements 12.Infection Control The A/E shall confirm all design criteria, specifications and drawing development with the VA PG 18 Technical Information Library. The A/E shall provide detailed cost estimates, sizing calculations for mechanical, plumbing and electrical designs. Construction Period Services: A/E shall include, but not be limited to the following construction services. 1.Familiarize with existing building construction site, scope of work, design drawings and specifications. 2.Provide site visits, inspections, observations, attend meeting and consultation. Each site visit and meeting, AE must provide report and minute of meeting. 3.Review shop drawing and submittals for acceptance. 4.Respond to RFI, prepare supplemental documentation and / or revise contract documents. 5.A/E shall provide a record (As-Built) drawing in Mylar and design revisions within the original scope of work with extra copies as required by COTR. 6.Provide a certify industrial hygienist to perform Task 6 through 9 according to the "Special Instructions-Asbestos Abatement" and Lead Abatement documents. The tasks are: TASK 6: Assist VA in evaluating qualifications of contractor and personnel by establishing minimum qualification requirements for specialization experience, key personnel, standard operating procedures, etc. TASK 7: Continuously monitor performance of contractor during abatement work to ensure adherence to abatement design. Monitor air quality in and around work space, worker exposure, operating procedures, respiratory protection systems, the abatement process, and the packing, transportation, and disposal of asbestos. Secure the services of a qualified analytical laboratory, to turn over sample results within 24 hours. TASK 8: At the end of abatement and after final cleaning, inspect the work space and perform the required testing to establish the decontamination level specified. TASK 9: Provide a certificate to the Resident Engineer certifying that the abatement process was performed in accordance with the best practice, the maximum feasible protection of people and the environment has been achieved during the abatement process, and the impacted space has achieved the VA required decontamination levels. 7.A/E shall hire a qualify and competent commissioning person to represent VA owner. The Commissioning process shall include coordinate the system documentation, equipment startup, control system calibration, testing and balancing, review performance testing and training. Commissioning during the construction and post-occupancy phases is intended to achieve the following specific objectives according to the contract documents: a.Verify that the applicable equipment and systems are installed in accordance with the contract documents and according to the manufacturer's recommendations. b.Verify and document proper integrated performance of equipment and systems. c.Verify that Operations & Maintenance documentation is complete. d.Verify that all components requiring servicing can be accessed, serviced and removed without disturbing nearby components including ducts, piping, cabling or wiring. e.Verify that the VA's operating personnel are adequately trained to enable them to operate, monitor, adjust, maintain, and repair building systems in an effective and energy-efficient manner. f.Document the successful achievement of the commissioning objectives listed above. Upon receive of notice to proceed, all AE and contractors shall require to go though Privacy and Information Security training as per VA and COR direction. The A/E shall furnish and provide three (3) sets of drawings and specifications and detailed cost estimates at completion stages of 30%, 60% and 100%. Provide six (6) sets of completed contract drawing and specifications for bidding purpose and three (3) copies of 100% detailed cost estimate. 1. Mylars and As-Built drawings: Contract originals shall be prepared on standard VA drawing sheets of mylars using AutoCAD (most recent edition). The A/E shall provide one (1) set of mylars drawings to the VA for record plans at the completion of design. The A/E shall incorporate all of the construction changes to the As-Built drawings at the completion of the construction and the A/E shall turn over the changes in the As-Built drawings to the VA. COST RANGE Estimated Construction Cost Range: $2,000,000.00 to $5,000,000.00 TYPE OF CONTRACT The Department of Veterans Affairs is contemplating awarding a firm fixed price contract. ESTIMATED START AND COMPLETION DATES The A/E shall perform the work required within the limits of the following schedule. Selection Criteria The Department of Veterans Affairs shall evaluate each potential contractor in terms of its (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) Acceptability under other appropriate evaluation criteria. LIMITATIONS VA NOTICE OF TOTAL VETERAN-OWNED SMALL BUSINESS SET-ASIDE (DEC 2009) (a) Definition. For the Department of Veterans Affairs, "Veteran-owned small business concern"- (1) Means a small business concern- (i) Not less than 51 percent of which is owned by one or more veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; (ii) The management and daily business operations of which are controlled by one or more veterans; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) "Veteran" is defined in 38 U.S.C. 101(2). (b) General. (1) Offers are solicited only from veteran-owned small business concerns. All service-disabled veteran-owned small businesses are also determined to be veteran owned small businesses if they meet the criteria identified in paragraph (a)(1) of this section. Offers received from concerns that are not Total small business concerns shall not be considered. (2) Any award resulting from this solicitation shall be made to a small business concern. (c) Agreement. A small business concern agrees that in the performance of the contract, in the case of a contract for- (1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other eligible veteran-owned small business concerns; (2) Supplies (other than acquisition from a non-manufacturer of the supplies), at least 50 percent of the cost of manufacturing, excluding the cost of materials, will be performed by the concern or other eligible small business concerns; (3) General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible small business concerns; or (4) Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible small business concerns. (d) A joint venture may be considered a small business concern if: (1) At least one member of the joint venture is a small business concern, and makes the following representations: That it is a Total small business concern, and that it is a small business concern under the NAICS code assigned to the procurement; (2) Each other concern is small under the size standard corresponding to the NAICS code assigned to the procurement; (3) The joint venture meets the requirements of paragraph 7 of the explanation of Affiliates in 19.101 of the Federal Acquisition Regulation; and (4) The joint venture meets the requirements of 13 CFR 125.15(b), except that the principal company may be a veteran-owned small business concern or a Total Small Business concern. (e) Any total small business concern (non-manufacturer) must meet the requirements in 19.102(f) of the Federal Acquisition Regulation to receive a benefit under this program. SUBMISSION REQUIREMENTS Qualified Total Small Business firms are required to submit two (2) hard copies of the SF 330 (which can be downloaded from www.gsa.gov/forms ) and one (1) Compact Disc (CD) which contains digital copies of the SF 330.
