- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Lease of this FDA approved equipment shall include delivery, installation, reagents, middleware and materials necessary to perform the specified chemistry/immunoassays to the standards of this PWS and analyzer removal at the end of the contract. The analyzers must be delivered to the appropriate testing site no later than 26 November 2013 and fully operational and able to report patient specimens no later than 01 February 2014. CONTRACT MINIMUM AND MAXIMUM (1) The minimum guaranteed amount for this ID/IQ contract will be $10,000.00, and is applicable to the base year only. (2) The maximum amounts for this ID/IQ contract (Base plus options) will be $ 4,935,000.00 CONTRACT ADMINISTRATION (1) Task orders will be issued on the SF 1449, Order for Commercial Items, and be transmitted by mail, facsimile, or through electronic commerce including e-mail in accordance with the terms and conditions of the contract. (2) Quantities for all contract line items irrespective of pricing schedule are estimated and will be ordered subject to the ordering provisions set forth at FAR 52.216-18 quote mark Ordering quote mark at time of contract award. Requirements will be defined at time of actual need and become firm upon issuance of task orders with fixed unit prices. The Government will, through bi-lateral modification, adjust quantities after issuance of task orders either upward or downward based on fluctuating need within the contract's ordering limitations. Any such adjustment will be carefully scrutinized by the Contracting Officer on a case-by-case basis with a spirit and intent not to adjust quantities downward unless absolutely in the best interest of the Government.
