- Title of Project: A Protocol to Inform Development of an Ongoing, Population-based Survey of Elder Abuse in the United States Introduction. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The NACIS code for this acquisition is 541720, with a size standard in millions of dollars $19M. Background. Elder Abuse (EA) includes physical abuse, sexual abuse or abusive sexual contact, psychological/emotional abuse, neglect, or financial exploitation of persons age 60 and older. These acts are limited to those occurring in relationships where there is an expectation of trust legally or by social convention. The nature of this procurement is to establish and monitor changes and trends in the prevalence and incidence of EA and evaluate the effectiveness of intervention strategies, data must be collected on an ongoing basis. To do this efficiently and effectively, it is crucial that proven EA data collection methods be identified, examined for strengths and weaknesses, and configured to create data collection strategies that can support continuous data collection. As a first step towards this larger goal, CDC is supporting work to develop a surveillance protocol to inform development of a robust ongoing, population-based survey of EA in the United States. In creating this protocol, the present project seeks to complete essential foundational tasks to promote survey based collection of data on EA experiences. The delivered protocol will assist stakeholders in navigating the survey surveillance implementation process. It will provide comprehensive, evidence-based guidance to inform decision-making. In addition, it will concretely establish the requirements for carrying out such an endeavor and factors that may influence its implementation and sustainability. Purpose and Objectives. The purpose of this project is to develop a comprehensive surveillance protocol that could inform the development of the first national, ongoing, population-based survey on EA. Project Requirements. The potential requirement will include the following tasks: The contractor shall: 1. Complete a comprehensive, systematic literature review covering methodologies for collecting quantitative EA data (with a specific emphasis on literature related to survey research but including literature on additional complementary methodologies or research innovations); 2. Produce an report summarizing information about instruments or measures that have been used to collect EA data (which should include summary information such as instrument purpose, description, application setting, length, psychometric properties, reference standards, information for use in contacting authors/developers); 3. Develop an epidemiologic survey for use in collecting public health surveillance data on EA; 4. Identify operational and sampling designs needed to assure that data collection processes are sufficiently sensitive and representative (at state and national levels and for various populations of elders) to collect EA data; 5. Propose detailed plans for pilot and cognitive testing any instruments developed in step 3 and identify materials required to support pilot and cognitive testing ; 6. Explore if and how the current infrastructures of existing national surveys could be leveraged to add core content on EA or to host an EA survey module; 7. Produce a complete surveillance protocol containing all of the necessary specifications for implementation of a comprehensive surveillance effort specific to elder abuse and neglect giving specific emphasis to data collection via epidemiologic surveys. Anticipated period of performance. The period of performance will be 12- months from date of award. Other Important Considerations. None Capability Statement/Information Sought. PAGE LIMIT 8 PAGES. Your staff expertise, including your availability, experience, and formal and other training; c. Your current in house capability and capacity to perform the work; d. Your completed projects of similar nature; e. Your corporate experience and management capability.
