- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT This is a notice of intent to negotiate a sole-source contract pursuant to the authority of 41 U.S.C. 253(c)(1), only one responsible source, which applies when the supplies/services required by the agency are only available from one responsible source and no other type of supplies or services will satisfy agency requirements. The Government intends to negotiate a contract with Riegl USA, Inc., (RIEGL) Orlando, FL, for the National Oceanic and Atmospheric Administration (NOAA), Office of National Geodetic Survey (NGS), to upgrade topographic Light Detection and Ranging (LiDAR) system for the Remote Sensing Division. The requirement is for hardware and software components to upgrade existing RIEGL LMS-Q680i topographic LiDAR to a RIEGL VQ-820-G combination topographic-bathymetric LIDAR system with an option to upgrade to the VQ-880-G. This product provides the capabilities of simultaneously mapping both the subaqueous and subaerial areas of the coastal zone. In addition, it has high accuracy ranging based on echo digitization and online waveform processing with multiple target capability. RIEGL possesses the hardware and software knowledge to engineer the upgrade the topographic LiDAR to a combination topographic-bathymetric LIDAR system so it is fully operational; therefore, RIEGL, is the original manufacturer and is the only known responsible source that can provide the system upgrades. Responses to this notice must be provided within fifteen (15) calendar days from the date of this notice. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement and has the capabilities of upgrading the original equipment manufacture's product. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 10:00 A.M. local time, August 1, 2013.
