Description
This is a Special Notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC), National Marine Mammal Laboratory (NMML) located in Seattle, WA on a sole source basis with Epsilon Technologies International, LLC. The Government intends to acquire this service using FAR Part 12 & 13 Simplified Acquisition Procedures not to exceed $100,000.00. The proposed vendor shall provide an upgrade to custom software designed to interact with a store data from a FLIR thermal camera for use in manned and unmanned aircraft surveys of seals in Alaska. An option to incorporate a GPS repeater to insert location data into image metadata may be exercised should funding come available. The Polar Ecosystems Program at the National Marine Mammal Laboratory (NMML) is responsible for estimating the abundance and distribution of ice-associated seals and coastal harbor seals of Alaska. We have conducted helicopter surveys of the Bering Sea pack ice for ice seals opportunistically and recently tested the feasibility of using unmanned aerial systems (UAS) to expand our survey coverage of the Bering Sea. UAS surveys will likely be realistic in the long term to cover this remote area. Currently, joint US-Russian surveys of the Bering Sea pack ice are underway using long range, fixed wing aircraft. Both manned and unmanned surveys result in the collection of numerous images which, historically, have been evaluated manually. The use of a thermal imager allows the photographed animals below the aircraft to be identified and counted real time, reducing post-processing time and increasing accuracy. The proprietary custom computer software was developed by the Epsilon Technologies International, LLC moviMED division, "Snowflake," along with the FLIR A325. This upgraded system was tested during Bering Sea pack-ice surveys for ice-associated seals in 2013, and the post-processing module has been tested on 2012 Bering Sea survey data. Modifications were identified to improve performance of the software and camera control for future ice-associated seal surveys. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately August 15, 2013 through August 14, 2014. The NAICS code for this procurement is 541511 with a corresponding size standard of $25.5Mil. This Special Notice is not a request for competitive proposals; however, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than July 29, 2013 at 10am Pacific time. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
