- This is a Request for Information (RFI) in accordance with FAR 15.201 (b). THIS IS NOT A SOLICITATION. This is NOT a request for contractual offers. RFIs are used to gather information from industry without any promise of a current or future contract or requirement. Information provided cannot be used to create a binding contract. Respondents to the RFI will not be reimbursed for the information provided to HQ ACC. Today's fiscal challenges have heightened the desire among Air Force senior leaders to collaborate with industry and academia in an effort to most effectively and efficiently resolve airpower capability gaps. In that vein, Headquarters Air Combat Command (ACC) has received numerous requests from industry to release specific information/data contained in our Core Function Master Plans (CFMPs). Although ACC is the first Air Force Major Command to reach out to industry and academia in such a manner, we anticipate other Core Function Lead Integrators (CFLI) will similarly collaborate with these communities of interest. CFMPs are distinctive planning and programming documents designed to translate strategic direction into AF resource prioritization and funding allocation. Furthermore, the CFMPs identify specific capability gaps which are determined to generate various levels of operational and force management risk across a time horizon that spans 20 years. In an effort to address these capability gaps via collaboration with industry and academia, ACC Core Function Teams have streamlined their respective CFMPs into an abridged version which consist of sections that address Strategic Vision, Operational View, and most importantly, Capability Development Priorities and Science and Technology Needs. On his short list of high priority actions, Commander Air Combat Command (COMACC) is seeking the most effective and cost efficient solutions to these capability gaps and is looking to industry and academia for help. The ACC CFLI abridged CFMP documents are provided via the Defense Technical Information Center (DTIC) DTIC for your review and study. DTIC has an established Department of Defense (DoD) process that will be used for distribution of the abridged CFMPs. The CFMPs are marked Secret/NOFORN (No Foreign), Distribution Statement C (Distribution authorized to U.S. Government Agencies and their contractors). To access the CFMPs contractors must register via done by Secure Internet Protocol Router (SIPR) DTIC. SIPR Registration: Use the following SIPR URL: https://reg.dtic.smil.mil/SDTICreg Contractors will be automatically approved to access Secret documents on the SIPR that have distribution for DoD Contractors. When a contractor registers with DTIC for access to classified information, they must put the following on their application: Name Company Name Classified Mailing Address Phone Number Select if they are a US Citizen, Email Address Contract Number Contract Expiration Date Contract Access Level Cage Code Contracting Officer's Name, Email, Phone Number and Organization Security Officer's Name, Email, Phone Number and Organization DTIC will process the application, verify the registration information and will approve the request to access the classified documents.
