- This solicitation is a quote mark Best Value quote mark, Two-Phase source selection. In Phase One, Offerors will compete for the opportunity to submit proposals for Phase Two. In Phase One, an Offeror must submit certain specified information regarding its company's past performance information and its technical approach for management. Price is not a submission requirement in Phase One. Based on the results of Phase One evaluations, the Government will select two or more of the most highly rated Offerors to participate in Phase Two. However, the Government reserves the right to reject any and/all offers. In Phase Two, Offerors will be required to submit certain specified information regarding its proposed design firm and key personnel for design and construction to compete to determine which Offeror will be awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC). Price proposals will be submitted in Phase Two and will consist of two bid schedules: Bid Schedule No. 1 (Rates) and Bid Schedule No.2 (Seed Project Price). Following Phase Two evaluations, the Government intends to award one SATOC and award the Seed Project (Bid Schedule No. 2) to the awardee. However, the Government, at its discretion, is not obligated to award any SATOC or the Seed Project as a result of the evaluations. Under this solicitation, the Government intends to establish one (1) IDIQ/SATOC in Support of the Mobile District's, Installation Support Program for work to be performed primarily at Redstone Arsenal, Alabama. The contract, however, may be used in anywhere within the geographic boundaries of the South Atlantic Division and for such other customers as the Department of Veterans Affairs and the National Aeronautical and Space Administration (NASA). Work under this contract will include, but is not limited to, new construction, repair of facilities and incidental design and testing. This work shall be achieved through the issuance of Task Orders pursuant to the terms of the IDIQ. The term of this contract will be for a base year and four (4) twelve month options. Firm Fixed-Price task orders will be issued against this contract. The total capacity for the contract will be $46 million over the life of the contract. Contractor shall complete all work under their contract in accordance with schedules that are established in each Task Order. Work will vary from site to site, or location, and will require extensive knowledge of construction and renovation projects. Submittal dates will be included in the individual Task Orders. These dates identify when information is due to the issuing Government office and other addresses identified in the individual Task Orders. The types and numbers of submittals and dates and places for review meetings shall be established by each Task Order under this contract. Task Orders will be awarded on a firm fixed-price basis prescribed in FAR 16.601. OBJECTIVE. This contract is intended to provide for a quick, cost effective response to requirements for a full range of construction, repairs and design/build task orders for general construction primarily in supporting the Mobile District's Installation Support Program. Potential projects include, but are not limited to, new construction, repair of facilities and incidental design and testing of administrative facilities; academic facilities (applied and general instruction); base support and facility maintenance shops; physical fitness centers; vehicle maintenance and engine repair shops; lodging facilities (barracks, dormitories, and officers quarters); food service facilities; medical facilities, public safety facilities (police, fire and crash rescue); airfield structures (hangars, air traffic control towers) which may or may not include rigid and flexible paving; and research, development and testing facilities. The work also may include incidental design, obtaining environmental permitting, obtaining building LEED certification, and survey and abatement for lead based paint (LBP) and asbestos containing materials (ACM). Facility design and construction shall conform to the requirements of the technical criteria listed in the Task Order. These objectives shall be achieved through the implementation of Task Orders issued under the terms of this contract for all of the herein described tasks or additional tasks described in specific Task Orders. SEED PROJECT: Design/Build Terrorist Explosive Device Analytical Center (TEDAC) Intake Facility General Construction IDIQ Seed Project will be the design and construction of the TEDAC Intake Facility located at Redstone Arsenal in Huntsville, AL. The project consists of a new Intake Building for TEDAC and limited site work around the building. The building is a one-story structure of approximately 17,000 gsf. The Intake Building (ITB) provides a facility to handle explosively laden materials. The buildings is used to receive shipments, inventory and organize the contents, perform initial forensic screening, prepare the materials for further analysis, and test screening equipment. The new building is located within the South Intake Site that is currently under construction by others, and the site work connects to roadway, utility, and grading work by others. The Intake Building is located south of the TEDAC Synth Building (Package 1 work by others) and blast barricade. The staging area provides large, open areas to receive and screen material, while smaller lab spaces provide space for further analysis and disassembly. The Equipment Testing and Storage rooms provide high-bay space for the testing of screening devices and x-ray analysis of incoming devices. The mechanical rooms are located at the north end of the building near the outdoor mechanical yard and close to the utility connections. The overhead coiling doors at the west elevation provide equipment and truck access into the large bay spaces. The building will be occupied part time and the number of persons using the building at any one time will be less than eleven. The building is a joint inter-agency operation controlled by TEDAC, so the building includes access controlled doors in the dividing wall to allow for appropriate separation or collaboration between the two occupants. The period of performance for the seed project will be 18 month from NTP. SEED PROJECT APPROXIMATE COST RANGE: $5,000,000- $10,000,000
