Ground Station Recorder Unit Technical Specifications DESCRIPTION: Non-restricted (full and open) Solicitation Number: F1S0AZ3102B001 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number noted above. This solicitation is a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (Fac 2005-68) effective 26 Jun 2013, and DPN 20130710 effective 10 Jul 2013, as well as AFAC 2013-0327 effective 27 Mar 2013. Award will be made to the lowest priced, technically acceptable offer that meets the salient characteristics listed below as described in FAR clause 52.211-6 Brand Name or Equal. No partial quotes for the item listed above will be accepted. This is a brand name or equal request in accordance with Subpart 13.5 Test Program for Certain Commercial Items, and FAR 6.302 (c)(2). Interested parties who believe they can meet all the requirements for the items described are invited to submit a complete quote including delivery, FOB Destination, Edwards AFB, CA 93524. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements outlined in this combined synopsis/solicitation. In addition to the provision ORCA requirements, offerors shall complete the provision DFARs 252.209-7999, as attached in full text. This shall be returned with the offeror's quote. Also please reference, FAR 52.211-6 Brand Name or Equal (Aug 1999) as prescribed in FAR 11.107(a). Delivery date: delivery schedule is estimated to be six (6) months after receipt of order. Delivery Place: Edwards AFB, CA 93524 Acceptance is: free on board (FOB) Destination. Applicability of the FAR Provision at 52.212-2, Evaluation-Commercial Items with the following specific criteria to be included in paragraph (a) of this provision: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Brand Name or equal Requirement (see attached minimum required Ground Station Recorder Unit (GSRU) Specifications) & Price. * All equal items will be technically evaluated by submission of a unit for Government testing along with submission of quote. Under this anticipated contract, Range Mission Control Room (MCR) Upgrade Program has a requirement to procure 34 Brand Name Zodiac Data System (ZDS) Ground Station System Ruggedized Single (GSSrs) Hard Disk Drive (HOD) commercial data recording systems to upgrade and act as spares for existing Range JSF MCRs. These data recorders are required ground based digital data recording systems specifically designed for the Joint Strike Fighter (JSF) F-35 Mission Control Rooms (MCRs). MCRs include Ridley Mission Control Center (RMCC) MCRs 143, 144, 248, 250, 285, 286, 266, and 270 and Birk Flight Test Facility (BFTF) MCRs 2,3 and 4. Full compatibility is defined as form, fit, electrical and signal interfaces, cable connectors, data formatting, set-up, user interface, and functionality with all ground applications and security considerations. Recorder interfaces must be field configurable by the user. Recorder Chapter 10 data outputs must be fully compatible with existing applications that includes Range test tools (Recorder Status Monitor, PCM Simulator, and ILIAD Data and Video Extractor), Range Weapons Post Flight Analysis Tools, Lockheed F-35 Post Flight Data Processing System, and all 8 JSF TIER country's post flight processing systems. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
