Description
1. CONTRACT INFORMATION: The Fort Worth District, U.S. Army Corps of Engineers, requires the services of Architect-Engineer (A-E) firms for up to three Indefinite Delivery Contracts (IDCs) for Surveying, Mapping and Related Geospatial Services which are being procured in accordance with PL 92-582 (Brooks Act) and implemented in FAR Part 36. This announcement is a Small Business Set-Aside. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The required services and products will occur primarily within the Fort Worth District area of responsibility including all or portions of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas and on a Limited Nationwide Basis. The North American Industrial Classification System Code (NAICS) applicable to this project is 541370 (SIC 8713), Engineering Services, which has a size standard of $14,000,000 in average annual receipts. Anticipated award will be on or about January 2014. The IDCs will be administered by the Fort Worth District, U.S. Army Corps of Engineers. Each IDC will have a base period of twelve (12) months plus two (2) twelve (12) month option periods. The total amount of the three (3) contracts over the three (3) year ordering period may not exceed $9,900,000 ($3,300,000 per contract). The Minimum Guarantee amount is $2,500.00 for a term not to exceed three (3) years. If multiple contracts are awarded under this announcement, the Contracting Officer will consider the following factors in deciding which contractor will be selected to negotiate an order: (1) uniquely specialized experience, (2) performance and quality of deliverables under any current Indefinite Delivery Contracts, (3) current capacity and ability to accomplish the order in the required time, and (4) equitable distribution of work among the contractors. Price will not be used as a criterion. b. Nature of Work: The services necessary for each requirement will be negotiated and awarded as individual task orders. The A-E shall furnish all services, materials, supplies and supervision required to perform surveying, mapping, and related geospatial services to support the planning, designing, constructing, operating, maintaining, and managing of real property and lands in support of the U.S. Army Corps of Engineers civil, military, and international and interagency support missions. The A-E should expect to become a significant part of the government's USACE Program Delivery Team (PDT). c. Contract Award Procedure: The Service Contract Act will apply to this acquisition. The proposed services will be obtained by a Negotiated Firm-Fixed Price Contract. To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). Register via SAM Internet site at https://www.sam.gov. d. Place of Performance: Projects are anticipated to be primarily within the Fort Worth District area of responsibility, but not limited to, those in Programs executed within the Southwestern Division. 2. PROJECT INFORMATION: Surveying, mapping, and related geospatial services to support the planning, designing, constructing, operating, maintaining, and managing of real property and lands in support of the U.S. Army Corps of Engineers civil, military, and international and interagency support missions. Surveying, mapping and related geospatial services and products include, but are not limited to, collecting and/or extracting geospatial data from various data sources and methods such as satellite imagery, aerial photography, orthophotography, LiDAR technology (airborne and mobile), and on-the-ground surveys using map- and/or survey-grade instruments. Data types include terrain, bathymetric, planimetrics, utilities (surface and sub-surface), real estate boundaries, building interiors, and other natural or man-made features. Products submitted will be in a CADD, GIS format, or coordinate geometry files. Additional related geospatial services include the creation and management of geodatabases, spatial and attribute analysis of geodatabases using standard or custom programs and applications, and implementing web-based interactive mapping products. The contractor must have knowledge of boundary surveying, topographic surveying, coordinate systems and geographic conditions within Arkansas, Louisiana, New Mexico, Oklahoma, and Texas and on a Limited Nationwide Basis. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance. Criteria ‘a' thru ‘c' are primary. Criteria ‘d' and ‘e' are secondary and will only be used as ‘tie-breakers' among technically equal firms. (a) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: (Ensure that all special experience requirements are reflected on appropriate personnel resumes at Section E, Part I, SF 330: (1) (i) The contractor must demonstrate expertise in collecting and processing aerial photography, georectified orthophotography, mobile and aerial LiDAR data, and field survey data using electronic total station with data collector, survey grade GPS equipment capable of subcentimeter measurement accuracy, and other CADD/GIS data processing equipment. (ii) Using data collected and processed from orthophotography, LiDAR or field surveys, the contractor must demonstrate expertise in producing survey and mapping data for vertical and horizontal controls, digital elevation and terrain models, topography, contours, bathymetric, cross-sections, surface and sub-surface utilities (including SUE levels A, B, and C), roads and bridges, in-stream structures, planimetric, and construction layouts. (iii) The contractor must demonstrate expertise in conducting real estate surveys including boundaries, monumentation, researching/locating deeds of current tract/parcel owners, plat submittals and recordation, and metes and bounds descriptions. (iv) The contractor must demonstrate experience in conducting utility surveys of electrical and communication instruments and appurtenances including poles, guy wires, transformers, pullboxes, handholes, manholes, ducts entering manholes, cables, and appurtenant features. The contractor must have at least one person with confined space training as required by Corps of Engineers, Engineering Manual 385-1-1. (v) The contractor must demonstrate expertise in delivering survey and mapping products in the following format and media: hardcopy or digital (2D or 3D), MicroStation, AutoDesk, Esri (file or personal geodatases), USGS raster formats, geotiff, and Mr. SID, on CD-ROM, optical rewriteable disks, or internet file transfer protocol. Products delivered will comply with applicable ASPERS, FGCD metadata standards compliance, and SDSFIE (Spatial Data Standard) and AEC (Architectural Engineering CADD Standard) standards. (vi) The contractor must demonstrate expertise in file and personal geodatabases development and editing (ArcGIS); creating and editing multi-user geodatabases (ArcSDE) using SQL and Oracle; attribute and spatial analyses; geoprocessing scripts using Python; CADD conversion and CADD / GIS interoperability including Bentley MicroStation and BentleyMap; implementing, and maintaining web-pages and web-portals using ArcServer with or without an Application Programming Interface (Javascript, Silverlight, Flex) including webpage development with.net, JavaScript, and SSL. (b) PROFESSIONAL CAPABILITIES: The A-E shall demonstrate that all expertise requirements are reflected on key personnel resumes at Section E, Part I, SF 330. A resume is required for each person showing relevant education, training, and experience within the last five years. Following is a list of the key personnel and the minimum number required under this acquisition. (i) Program/Project Manager (1) - Minimum requirements require a bachelor degree in engineering or related field and a minimum of five years experience in program/project management. A certified Project Management Professional is a plus. (ii) Texas Registered Professional Land Surveyor (1) - Minimum requirements require a bachelor degree in engineering, surveying, photogrammetry, geodetic surveying, geodesy, remote sensing, cartography or related field; registered professional land surveyor (RPLS) in the state of Texas; and a minimum of five years experience as an RPLS. (iii) Registered Professional Engineer (1) - Minimum requirements require a bachelor degree in engineering or related field, a registered professional engineer (PE) in Texas, and a minimum of five years experience as a PE. (iv) Photogrammetrist (1) - Minimum requirements require a bachelor degree in engineering, photographic technology, photographic science, or photogrammetry; and a minimum of five years experience as a certified photogrammetrist. A certified ASPERS photogrammetrist is preferred. (v) Survey Party Crew Chief (4) - A degree in engineering, surveying or related field and a minimum of three years experience as a survey party crew chief. The education requirement, while still a plus, can be waived with at least five years of continuous experience as a survey party crew chief. (vi) CADD Technician (2) - A degree in engineering, surveying or related field and a minimum of three years experience. The education requirement, while still a plus, will be waived with at least five years of continuous experience as a CADD technician. (vii) GIS Analyst (1) - Minimum requirements require a bachelor degree in geography, cartography, physical science or related field, and a minimum of five years experience. A certified Geographic Information System Professional (GISP) is preferred. (viii) Geospatial Database Administrator (1) - Minimum requirements require a bachelor degree in computer science, information technology or related field; have a professional certification database administrator (SQL and/or Oracle); and at least five years experience as a certified DBA. (ix) GIS Programmer (1) - Minimum requirements require a bachelor degree in geography, physical science, computer science, or related field; and at least five years programming experience. Professional certification is preferred but not necessary. (x) System Administrator (1) - Minimum requirements require a bachelor degree in computer science, information technology, computer engineering or related field; and at least five years experience as a system administrator. Professional certification is preferred but not necessary. (c) PAST EXPERIENCE ON DoD AND OTHER CONTRACTS: Past performance on DoD and other contracts with respect to compliance with contract and task order terms, quality of work, adherence to schedules, cost control, communication, and issue resolution as determined by ACASS and other sources. (d) Capacity: Firm must demonstrate ability to provide a minimum number of teams or crews for surveying, inspections, data collection or similar services. In addition, the contractor must have the capability to field up to four (4), three-(3) man survey parties simultaneously. (e) VOLUME OF DoD CONTRACT AWARDS: In Section H, Part I, SF330, firms must show their last 12 months DoD contract awards stated in dollars (see details in a subsequent paragraph). (f) In Section H, Part I, SF330, include a brief presentation of internal controls and procedures that firms use to insure that a quality design is produced. 4. SUBMITTAL REQUIREMENT: In an effort to reduce paperwork and cost, ALL SF 330s shall be submitted electronically via the AMRDEC SAFE website at: https://safe.amrdec.army.mil/SAFE2/Welcome.aspx. At the AMRDEC SAFE website, select the link: I do not have a CAC or this machine is not configured to read my CAC and I would like to access SAFE as the Guest User, to register, access the site and submit your proposal(s). When completing the information for transmittal at the AMRDEC SAFE website, notification should be submitted to Contract Specialist, Valerie Henderson, e-mail address: Valerie.L.Henderson@usace.army.mil. (a) Interested firms (single firms or joint ventures) having the capabilities to perform this work must submit an SF 330 (6/2004 Edition), to the site stated above not later than 3:00 p.m. (Central Time) on the response date indicated above. If the response date is a Saturday, Sunday or Federal Holiday, the deadline is 3:00 p.m. the next business day. Late proposal rules found in FAR 15.208 will be followed for late submittals. Submission by telephonic facsimile will not be accepted. Personal visits to discuss this announcement will not be allowed; (b) Submit a compiled SF 330, Part I from the prime, completed in accordance with the SF 330 instructions and additional instructions herein. It must contain information in sufficient detail to identify the team (prime, other offices of the prime firm and sub-consultants) proposed for the contract. Do not include company literature with the SF 330; (c) Use no smaller than 10 font type using standard English. Front and back side use of a single page will count as two (2) pages. Pages in excess of the maximums listed will not be used in evaluation of the selection criteria. SF 330, PART 1 ADDITIONAL INSTRUCTIONS: (a) In Section C, identify the discipline/service to be supplied by each consultant; (b) In Section E, provide brief resumes of the on-staff or sub-consultant employees you intend to use to perform the work. Resumes must be submitted for each employee required to meet the minimums stated above in paragraph 3b; (c) In Section F, a maximum of 10 projects including the prime and sub-consultants will be reviewed. Use no more than one page per project; (d) In Section G, block 26, include the firm and location the person is associated with. The names of all individuals included in the resumes in Section E shall be listed in Block G-26 along with their firm location and their roles even if example project experience in Block G-28 is not applicable. Also include Team Project Organization Chart in Part I, Section D indicating how each firm on the proposed team (prime and each sub-contractor as identified in Part I, Section C) integrates into the composite team; (e) In Section H, provide a narrative to address each of the requirements, including subparagraphs, of items listed in Section 3, Selection Criteria, of this synopsis. When addressing team capabilities; clarify planned capability, existing capability, and prior experiences, if any. Include any other relevant information including a short discussion of why the firm is especially qualified based upon the specific selection criteria listed in Section 3 herein. Under paragraph 3e, above, provide an itemized summary of DoD awards to include Agency, Contract Number/Task Order No., and Project Title and amount. Note that award of Indefinite Delivery Contracts should not be counted as award amounts; only actual Task Orders (This information will be used as a primary selection factor for specialized experience and secondary selection factor, volume of award. Generally, describe the firms overall Quality Management Plan (QMP). (A project-specific detailed quality control plan must be prepared and approved by the Government as a condition of contract award, but is not required with this submission). Indicate the estimated percentage involvement of each firm on the proposed team. Do not exceed 20 pages for Block H. SF 330, PART II ADDITIONAL INSTRUCTIONS: (a) Responding firms must submit a copy of a current and accurate SF 330, Part II for the specific prime, other offices of the prime and sub-contractor offices proposed to perform the work even if one is already on file. All Part IIs MUST be signed (signed within the past 12 months) and dated either by an original handwritten signature or a cut and pasted facsimile of an original signature. Indicate in Block 5b of each Part II if the firm is a Small Business, HUBZone, Service Disabled Veteran-Owned Small Business, or Woman-Owned Small Business. To be classified as a small business, a firm's average annual receipts or sales for the preceding three fiscal years must not exceed $14 million; (b) In Block No. 4 Part II, provide the Data Universal Numbering system (DUNS) number issued by Dun and Bradstreet Information System (1-866-705-5711) for the prime A-E or Joint Venture. The DUNS number must be for the firm or joint venture performing the work (i.e., not the parent company DUNS number, but a DUNS number specifically for the office performing the work. Each branch office and/or joint venture must have their own DUNS number); and (c) Solicitation packages are not provided for A-E contracts and no additional project information will be given to firms during the announcement period. Facsimile transmissions will not be accepted.
