- Amendment 0001 The purpose of this amendment is to post the Past Performance Questionnaire and answer questions submitted by 16 July 2013. Q1. Factor 2: Past Performance: It states; In addition to the information provided by the offeror, the Government will evaluate past performance using data sources such as the Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS), and Federal Awardee Performance and Integrity Information System (FAPIIS) or similar systems and State Department Watch Lists. Can a Past Performance Questionnaire be submitted on behalf of the Offeror since the current Contracting Office is in the process of updating our data in CPARS/PPIRS? A1. The Past Performance Questionnaire is posted with this amendment. The lack of CPARS/PPIRS/FAPIIS data will have no negative impact on the Offeror. Q2. Are the expendable materials and non-expendable equipment referred to in 1.6.1 of the PWS the same as the quote mark specifically purchased quote mark items referenced in 1.6.2 and to be covered by CLINS 0005, 1002, and 2002? A2. Yes Q3. Can you please clarify the quote mark lots quote mark unit referred to in CLINS 0005, 1002 and 2002. A3. Lot is the unit of measure applied to Cost CLINs. This amount can be used and replenished multiple times during the course of the contract. Whatever the approved charge is, the amount is deducted from the available total and paid on the approved invoice for that period. Q4a. Does this mean that supplies and equipment requirements will be combined and packaged in $3,000 ($3,500 for option years) requests/orders? A4a. No, it means that, when approved by the Contracting Officer's Representative (COR), the item will be billed against those CLINs for the respective base or option period. Since this amount is strictly unknown, the amounts listed are purely estimates. An authorized amount could be $50 or $2,500 depending on the program's need. The funded amount would be reduced by the approved amount and replenished as necessary. Q4b. Should a non-expendable equipment item be required which costs in excess of $3,000 ($3,500 for option years), would a request be submitted, to be covered by multiple quote mark lots quote mark ? A4b. No multiple quote mark lots quote mark apply. Should the approved amount exceed $3,000 or $3,500, the applicable required funding will be added to those CLINs. Q5. PWS Page 2, Section 1.5.4, Coverage states that contractor personnel are required to be present at the training conducted by various units under this contract. Does the government have a minimum threshold for the ratio of certified athletic trainers to Soldiers for offeror's proposals to be considered technical acceptability? A5. Technical Exhibit 1 explains the daily expected personnel and contractor should provide support for the daily expect numbers. Q6. On page 8 in Subfactor 3: Experience under Factor and Rating Techniques, it is stated that at a minimum, offerors must have at least five (5) years experience in the type of service industry required by this PWS. Can the government provide a specific definition of the type of service industry required by this PWS? A6. The type of service is described in Paragraph 1.1, Scope of Work, in the PWS; i.e., Nationally Certified Musculoskeletal Action Team/Athletic Training and Strength Conditioning Program (MAT)/ATSCP per National Strength and Conditioning Association. Q7. Technical Exhibit 1 quote mark MCoE Unit Data quote mark spreadsheet provides the quote mark Daily Expect quote mark and the quote mark Injury Statistics - Treatment quote mark spreadsheet provides a general list of the types of injury (i.e., knee overuse, ankle sprains, lower leg overuse, feet). Can the government provide more specific historical injury volumes for the previous year to include the number of knee overuse injuries, the number of ankle sprains, the number of lower leg overuse injuries, and the number of foot injuries? A7. This information is considered proprietary for the incumbent, Auburn University. Q8. The Technical Exhibit 1 quote mark MCoE Unit Data quote mark spreadsheet provides unit fill statistics. Can the government provide the expected ratio of Soldiers to certified athletic trainers? A8. No, the Contractor must interpret the fill/expect support. Q9. Combined Synopsis/Solicitation, page 1 indicates that the NAICS Code for this solicitation is 611710 - Educational Support Services. On page 8 in Subfactor 3: Experience under Factor and Rating Techniques, it is stated that at a minimum, offerors must have at least five (5) years experience in the type of service industry required by this PWS. Can the government confirm that the type of service industry required by this PWS is Educational Support Services (NAICS 611710)? A9. Yes, the successful offeror will provide educational training for the soldiers within these services.
