- The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, through a total small business set aside, professional services in support of the Chief of Naval Operations (OPNAV), Navy Total Force Manpower, Training, and Education (MPT&E) Division (N1B1). This requirement is for the procurement of professional human resource and retirement training. It is expected that support will be necessary at the Naval Support Facility (NSF) Arlington, Virginia, and Federal Building Cleveland, Ohio. Specific training shall include, but not be limited to the following: Introduction to Human Resources Skills for Supervisors, Introduction to Human Resources Skills for Employees, Federal Retirement: Civil Service Retirement System (CSRS), and Federal Retirement: Federal Employees Retirement System (FERS). Topics included but are not limited: Sources of Authority, Classification & Position, Management, Affirmative Employment, Conduct & Discipline, Performance Management, Labor Management, Leave and Absence, Awards and Recognition, Compensation, Introduction to Federal Benefits, Leave and Absence, Performance Management, Pay and Compensation. The applicable NACIS code is 611430. The size standard is $10.0M. The FSC is U099. Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 19 July 2013. All responsible sources may submit a quotation, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. The closing date for the receipt of offers will be set forth in the RFQ. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments hereto. The Government will not pay for the information received. By submitting a quote, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database shall make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/protal/public/SAM/.
