Description

THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. The Coatesville VA Medical Center is soliciting bids under Solicitation No. VA244-13-B-1100 for Project No. 542-CSI-203, Renovate Building 69 CSI project. The Work includes, but is not limited to, the renovation of Building No. 69. The renovated building is to be used for numerous outpatient physical medicine and rehabilitative services. Primarily the functional use of the project includes: (1) A complete interior building renovation of Building No.69 to support new and revised programming needs; (2) A new indoor therapeutic swimming pool with handicap accessibility and associated support spaces including: Mechanical and Water Treatment Room, Laundry Room, Locker and Shower Rooms; and, (3) Handicapped accessibility from the exterior to the main floor including: entrances, walks, and access ways. The design includes modifications and upgrades to the entire building to improve patient flow and space utilization of the building. New space is to be allocated for medical supply storage, equipment storage, clean linens storage, environmental service, and physical medicine, dietetic service and rehabilitation service. New Toilet Rooms are to be provided. Building Systems include, but not be limited to: (1) Heating, cooling, piping, ventilation, and exhaust systems; (2) Lighting includes interior and exterior - Exterior lighting includes walkway and canopy lights; (3) Electrical distribution system; (4) Domestic water, drain and vent systems; (5) Fire alarm system and Quick Response Sprinkler System, (6) Security cameras and at least one keyless entry; (7) Patient security system, panic alarm and closed-circuit television system; and, (8) Computer and telephone lines including a cable tray system. All work must be coordinated with the Contracting Officer's Representative (COR). The Solicitation documents and drawings will be available for download from the web https://www.fbo.gov on or about August 1, 2013. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the Interested Bidders mailing list at https://www.fbo.gov, 'Interested Vendor List'. Individual copies of the Interested Vendor List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The ONLY Pre-Bid Walk Thru will be held on Wednesday, August 21, 2013, at 10:00 am, EST (Contractors are to meet in Bldg. 70 Conference Room). While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: carol.pomraning@va.gov no later than Wednesday, August 28, 2013, at 1pm. No telephonic or fax requests will be honored. In accordance with FAR Part 36, the cost range for this procurement is between $2,000,000 and $5,000,000 and NAICS Code 236220 with a small business size standard of $33.5 million. Bid Opening Date is scheduled for Wednesday, September 4, 2013, at 10am EST. After the formal bid opening, 'award will be made to the responsive, responsible bidder whose bid, in conformance with this solicitation, results in the lowest price as deemed fair and equitable to the Government.' All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of funds. The maximum time for completion of the project is 300 calendar days after receipt of Notice to Proceed. Offerors must be listed as 'verified' in the Vendor Information Pages at www.vetbiz.gov, and be currently registered including completing online Representations and Certifications at the System for Award Management (SAM), www.sam.gov; MUST meet the CVE SDVOSB verification requirements per www.vetbiz.gov; MUST have a current record in the Online Representations and Certifications Application (ORCA); and MUST meet OSHA/EPA requirements.
