Description
The Air Force Test Center, Installation Operational Contracting Division, Eglin AFB, Florida intends to solicit and award a firm-fixed price contract for the purchase of an evaporator and accessories. This is a combined synopsis/solicitation for commercial items prepared under Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures; FAR Part 8, Required Sources of Supplies and Services, FAR Part 12, Acquisition of Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation. The announcement number is F1TBAP3171A005. The North American Industry Classification System (NAICS) code for this acquisition is 334516 with a size standard of 500 employees. Please identify your business size in your response based upon this standard. Evaluation will be based on the following factors: Lowest Price Technically Acceptable, technical (capability of item offered to meet the government's needs) and price. Minimum Technical Requirements, Automatic Distillation Module 1. Requirements: The automatic distillation/rotary evaporator hardware, glassware and related accessories shall meet the following minimum specifications; • The system shall include safety features and other automatic controls for continuous and unattended operations, such as overnight mixing. • The system shall include a motor lift to adjust the height of the reaction flask (evaporator) by no less than 160mm and the angle adjustable between 20° and 80°. • The system shall include an integrated coupling ring and clamping sleeve that prevents sticking between the evaporating flasks and vapor tube. • The system shall include both integrated chiller and vacuum units. • Heating bath: for flasks up to 5 liters, integrated water replenishment system, temperature range room temp to 210C. The system shall be built with two independent safety circuits to prevent overheating of the temperature bath. The system shall include a safety feature to switch off heating automatically if bath temperature exceeds set points by 5 °C or if the bath runs dry. The system shall include features to avoid over temperature situations by including user set pre-program maximum temperatures. The system shall include a safety feature where in the case of a power loss the system will automatically remove the flask from the heating bath. The heating bath shall include a separate power switch from the main unit. The heating bath shall be adjustable horizontally up to 200 mm. The system shall include a guard hood and guard shield to protect the user from implosions while providing easy and immediate access of flask and bath. • Color graphic display shall show all parameters, shall integrate with vacuum controller and shall include programs for automated distillation. The system shall include a detachable operating panel for control from outside the closed sash of laboratory fume hoods. The system shall include USB interface to control all systems. All connected devices shall be recognized by the main evaporator controller and eliminate the need to configure the unit manually. The controller shall include 30 pre-programmed parameter settings with at least 20 separate user editable ramp steps. • The system shall include an automated distillation system for refilling the evaporation flask with solvent and allow continuous automatic release of condensate. All distillation parameters shall be capable of being set individually. The solvent refill storage and collecting vessels shall be capable of being replaced during the process, including while under vacuum. The automatic solvent supply to the evaporating flask shall be measured by a sensor in the flask and shall also include a sensor in the supply vessel. The sensors shall allow the distillation process to stop automatically. • The system shall include an automatic process timer to turn off the evaporator at a pre-programmed time by automatically raising the flask and releasing vacuum. The system shall be capable of process control using pre-programmed vacuum gradients. The system shall include a built-in automated pre-set vacuum control that is compatible with the specified glassware assembly (vertical condenser, centerpiece with valve for reflux distillation) without the need for additional accessories. The automatic vacuum control shall also be able to identify multiple boiling points automatically by reducing vacuum accordingly and shall include necessary vacuum valve and Woulff bottle. • The base system shall include the following glassware; Vertical condenser, centerpiece with valve for reflux distillation, (2000 ml) NS 24/29 evaporating flask, (2000 ml) NS 24/29 powder flask, (1000 ml) NS 35/20 receiving flask and NS 24/29 foam brake with flask clamp. • The system shall also include the following spare glassware; 1 each of the following size evaporating flasks NS 24/29 (50 ml), (100 ml), (250 ml), (500 ml), (1000 ml). 1 each of the following sized receiving flasks NS 35/20 (100 ml), (250 ml), (500 ml), (1000 ml). 1 each of the following powder flasks NS 24/29 (500 ml), (1000 ml). 1 each 500 ml evaporating cylinder. 1 each NS 24/29 foam brake with flask clamp. 2. Due to existing laboratory safety requirements and established international method protocols, instruments that do not meet the above minimum specifications may not be selected. Quoted price should include FOB Destination and be valid through 30 September 2013. Required delivery date is no later than 30 days ARO. Expedited delivery schedules accepted and encouraged.
