Description
The U.S. Army Corps of Engineers, Mobile District (CESAM) intends to award a modification to the (ID/IQ) contracts which comprise the FY11 MEDCOM O&M Contract MATOC Pool. Specifically, contract numbers W91278-11-D-0008, W91278-11-D-0009, W91278-11-D-0010, W91278-11-D-0011 and W91278-11-D-0012 will be modified to increase the ordering capacity by an additional $15,000,000.00 consistent with the terms identified within this announcement. The program requirements are currently executed via firm fixed price task orders which are placed against the ID/IQ contract in order to provide Operation, Maintenance and Minor Construction of US Army Medical Command (MEDCOM) Facilities in the continental United States, Alaska, Hawaii and the Caribbean. The five contract awards were made under full and open competition procedures with a total ordering capacity of $200,000,000.00 to J&J Maintenance, ABM Government Services (FKA Linc Government Services), Lockheed Martin Services, Inc, G4S Integrated Facilities Services, LLC (FKA All Star Facility Services, LLC) and EMCOR Government Services. It is the Government's intent to modify the current ID/IQ contracts to increase the total ordering capacity by $15,000,000.00 to a modified capacity of $215,000,000.00. The Scope of Work for the contract will remain unchanged. While the capacity required to award the task order options at the sites currently served is available for awards to be made within the next year, the nature of full service O&M is such that modifications may be required at any time to provide additional materials, address changes in facility inventory, or allow completion of emerging service order requirements. Each O&M task order is scoped and priced to cover the known and anticipated requirements associated with fully maintaining the facility during the performance period, but the volume of equipment breakdowns, occupant damage, and unforeseen maintenance issues that might arise in the course of a year cannot always be accurately predicted. The Government intends to award the modification to this contract consistent with the terms identified with this announcement upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other services will satisfy requirement. Unacceptable delays in fulfilling the agency's requirements would result given any other action due to current circumstances. The unique prior experience and involvement of the current contractors as well as the anticipated recurring need for these services drive the requirement to continue contracting with the incumbent contractors. The Government will support the proposed actions by written justification and obtain appropriate approval prior to proceeding. The Government will post the approved justification & approval documentation. This notice of intent is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to the requirement. All capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability Statements submitted should demonstrate the offeror's experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements.
