- This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE QUOTES RECEIVED. Offerors should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. Therefore, the initial quote should contain the quoter's best terms from a technical and price standpoint. All quotes must include the full name, address, and DUNS number of the business to be named on the purchase order as well as the full name, phone number, and email address of the person who can accept the final purchase order. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. The North American Classification System (NAICS) code for this procurement is 511210 -Software Publishers- with a small business size standard of $35.5 Million. Quotes are due on Monday, July 29, 2013, by 1:00 PM EST and should be sent to the attention of Florence Black via email at fpblack@cdc.gov. Hard copies can be delivered via Fed Ex or UPS to Florence Black, Centers for Disease Control and Prevention, Procurement and Grants Office, 626 Cochrans Mill Road, Pittsburgh, PA 15236. The Offeror must cite RFQ Number 2013-61374FB in the email subject line and include in on the shipping label if sending hard copies. Evaluation and award of the purchase will be performed in accordance with applicable sections of FAR Part 12 Commercial Items and FAR Part FAR 13 Simplified Acquisition Procedures. The Offeror must have an active registration with the System for Account Management (SAM), which replaced the Central Contractor Registration (CCR), prior to award of the purchase order in accordance with FAR Clause 52.204-7. The government intends to issue a firm, fixed price purchase order in accordance with FAR Part 13. Proposals must be submitted in two parts: a technical proposal and a pricing proposal. Pricing submitted in response to this RFQ must include the cost of delivery to the National Institute for Occupational Safety and Health (NIOSH) facility in Morgantown, WV, and vendor personnel to assist NIOSH with system installation and training. The government expects to award a firm-fixed price purchase order using the information provided in response to this announcement. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), has a need for a driving simulator system that integrates visual and motion cues. This simulator system will be used as part of a study on fire truck vehicle safety and the simulator must be programmatically compatible with the existing NIOSH UNITY 3D version 4.x based CAVE virtual reality (VR) system. The attached Statement of Work (SOW) includes the specifications which must be included as part of the simulator system, and also includes some items which should be priced as optional features. After evaluation of the following technical factors, award will be made to the lowest priced technically acceptable offer. Each offer will be evaluated on a pass/fail basis, so offerors are cautioned that they should submit responses in sufficient detail to enable the government to evaluate their capabilities and experience. Evaluation Criteria: 1. Simulator must be reconfigurable to other commercial vehicles and realistic to the engineering behavior of the vehicles. 2. The system must have at least three major and inter-related components: a. a physics or dynamics package; b. a visualization package; and c. a simulation cockpit with seat and motion base. 3. The physics package must be accepted by the industry as being accurate for realism and as well as accepted for research accuracy. A successful offeror must have provided its simulation package to many companies which either make firetrucks or supply components to the industry. The software must also be used by the NHTSA and NTSB in order to provide NIOSH with large vehicle expertise and collaboration. 4. The successful offeror will show experience and expertise in research using truck simulators, such as having many research papers published with the Society of Automotive Engineers. 5. Because of the need of a motion base and associated hardware, which is interfacable to the aforementioned hardware in a manner which allows for future customization and recording of simulation variables to suit research needs, and also provides the ability to work with the software vendor, NIOSH requires that the same vendor provide all components of this system. 6. The motion base and physics package must be interfacable to the NIOSH UNITY 3D version 4.x based CAVE system for further development. The system must allow future modifications as the research progresses. 7. Technical proposal must clearly describe and illustrate (with drawings or photos as appropriate) that its products and services comply with all specifications listed above. Evidence of past performance for the products proposed as well as examples of successful installation, training, and customer support by vendor personnel must be provided.
