Description
The MICC Fort Knox intends to issue a request for quote (RFQ) to provide noon meals for applicants processing through the Fort Jackson Military Entrance Processing Station (MEPS), Fort Jackson, SC. The period of performance is 1 October 2013, or date of contract award, whichever is later, through 30 September 2014, with four one-year option periods. The contractor shall furnish food, facilities, furniture, equipment, supplies, management, supervision, and labor. This solicitation is 100% set-aside for small business. NAICS 722320 (Size Standard: $7M) applies to this procurement. All responsible small business sources may submit a proposal. The Fort Jackson MEPS is located on a military installation. In accordance with AR 40-657, contractors delivering and serving food on a military installation must pass a Veterinary Service Food Protection Audit and be placed on the DoD Approved Sources list prior to award and performance of a contract. The contractor shall coordinate their request to schedule an audit or obtain local approval of the food preparation facility with the MICC Fort Knox contract specialist. Randolph-Sheppard Act (RSA) Compliance: This solicitation is subject to exercise of the preference policy regarding qualified State Licensing Agencies (SLA) for the Blind in accordance with the RSA. A technically acceptable quote, determined to be in the competitive range, from a qualified SLA will receive preference in accordance with the RSA. This notice is not designed to discourage competition from small businesses not eligible for the preference. This merely serves as notice that preference will be applied should a technically acceptable quote, determined to be in the competitive range, be received from a qualified SLA. The RFQ will be posted to the ASFI/FedBizOpps websites on or about 31 July 2013 with quotes due on or about 30 August 2013. These dates are subject to change. All amendments to the solicitation will be likewise posted on these websites. Contractors are cautioned to check the websites periodically for amendments. Solicitation mailing list will not be compiled and amendments will not be sent out in paper copy. All contractors must be registered in the System for Award Management (SAM) website to be eligible for award of a contract. Faxed offers and amendments will not be accepted. All questions must be submitted in writing to the contract specialist via email to james.hurt.civ@mail.mil by 11 am EST 29 July 2013.
