- This is a SOURCES SOUGHT announcement, a market survey for information only to be used for preliminary planning purposes. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of the community of environmental resource services contractors. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, Woman-Owned and SDVOSB businesses are highly encouraged to participate. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. No proposals are being requested or accepted with this notice THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. Concerns must submit a narrative describing their firm's ability demonstrated experience in performing work described herein: a) The Contractor shall be highly knowledgeable of and have demonstrated and documented experience in the development and use of Combined Habitat Assessment Protocol (CHAP) habitat evaluation process, developed by the Northwest Habitat Institute. CHAP comprises a synthetic approach to habitat assessment using the Habitat (HAB) Accounting and Appraisal procedure in combination with the Habitat Evaluation Procedure (HEP) to produce accounting habitat units. b) The Contractor shall have demonstrated experience in using Key Environmental Correlates (KEC) and Key Ecological Functions (KEF) to determine habitat value spatially. c) The Contractor shall have demonstrated experience in use of the CHAP process for determining habitat units (HUs) for existing conditions and projecting 50 year future with and without project conditions, for the vegetation cover and habitat types of concern. d) The Contractor shall also have demonstrated experience in using all versions of the CHAP, at higher and lower data resolutions. e) The Contractor shall have demonstrated experience applying the CHAP protocol for agencies outside the Corps of Engineers; f) The Contractor shall have a demonstrated understanding of the theoretical underpinnings of the protocol; demonstrated experience applying the CHAP in a consistent fashion over several projects, and have demonstrated experience responding to review questions on the protocol, its rationale, and its calculations. g) The Contractor shall also demonstrate its ability to interact with the Corps Planning Center of Expertise or other reviewers on the development of and possible adaptation to the protocol. h) The Contractor shall demonstrate an ability to train Corps personnel on the use of the CHAP. i) The Contractor shall be able to provide examples of all of the above. The Contractor's and subcontractor's professional employees shall have demonstrated expertise in their appropriate fields of study, and adhere to the highest research standards and ethics of the profession. The geographical areas specifically include California, Arizona, New Mexico, southern Nevada, southwestern Utah, and all other areas served by the South Pacific Division of the Corps. Most work will be within areas served by the Los Angeles District (central and southern California, Arizona and southern Nevada). The work and services will be performed under an open end contract for Environmental Services activities for a three -year period from date of contract award. The work will be performed through the issuance of individual (task) delivery orders on a firm fixed price basis. The prime contractor must certify that it will comply with applicable subcontractor limits, including SBA regulation, 13 C.F.R. 125.6(a)(1), which states that quote mark [i]n the case of a contract for services (except construction), the concern will perform at least 50 percent of the cost of the contract incurred for personnel with its own employees. quote mark Prior Government contract work is not required for submitting a response under this sources sought synopsis. Firms' response to this synopsis shall be limited to no more than 8 pages and shall include the following information. Please number each entry in accordance with the information below: 1. Firm's name, address, point of contact, phone number and e-mail address. 2. Firm's interest in proposing on the solicitation when it is issued. 3. Firm's capability to perform a contract of this magnitude and complexity based on the scope of work provided above. Provide examples demonstrating experience (include comparable work performed within the past five (5) years) in items a-h (above) and include a brief description of the project(s), customer name, and timeliness of performance. 4. Firm's Business size (Large Business, Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Woman-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB).
