Description
TITLE: Turbine Oil Sample Testing for USACE Portland District (NWP) This is a SOURCES SOUGHT NOTICE. This is NOT a solicitation for proposals or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified businesses for the proposed acquisition. This Sources Sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. The NAICS code for the project is 541380. The small business size standard is $14.0 million. The U.S. Army Corps of Engineers, Portland District intends to contract for oil sample testing. Contractors must be able to perform the following laboratory testing per ASTM procedures. They must also be capable of performing the required tests with reports in a time frame of 4 weeks. Tests will be repeated for 5 different oil blends. Required blending ratios on the ASTM D7155 tests are: 100% constituent oils, 90% old oil/10% new oil, 50%/50%, and 10%/90%. The remaining tests will only be on 100% new oil, (5 types). Compatibility of Mixtures of Turbine Lubricating Oils ASTM D7155 Viscosity Measurement at 40 C & 100 C ASTM D445 Water In Petroleum Products ASTM D6304 Viscosity Index (Calculated) ASTM D2270 Pentane Insolubles ASTM D893 Foaming Characteristics ASTM D892 Gas Bubble Separation @50 C ASTM D3427 Water Separability of Oils @ 54 C ASTM D1401 Rust Preventative Characteristics ASTM D665 Copper Corrosion by Copper Strip ASTM D130 Oxidation Stability (RPVOT) ASTM D2272 Contracts will be awarded under FAR Part 13 as firm fixed price purchase orders. Contractor work will be performed offsite. The NAICS code for this requirement is 541380. The size standard is $14.0 million. The FSC Code is H291.
