QUESTIONS AND RESPONSES ************************************************************************* AMENDMENT: A0001 THE PURPOSE OF THIS AMENDMENT IS TO DO THE FOLLOWING: 1. TO PROVIDE QUESTIONS AND RESPONSES FOR RFP: SB1341-13-RP-0070 AS AN ATTACHMENT LABELED, "QUESTIONS AND RESPONSES." 2. TO DELETE SECTION J, PRICING SCHEDULE: CLIN 0001, THE LABOR CATEGORY CHART IN IT'S ENTIRETY FROM THE RFP FOR THE BASE AND OPTION PERIODS AND ADD THE FOLLOWING EXPLANATION FOR THE PRICING TEMPLATE REMAINING: For each CLIN there is a "minimum" number of data (A) and price per data ($ B), as well as a "maximum" number of data (C) and price per data ($ D). The number of minimum (A) and maximum (C) numbers may vary depending on the capabilities of potential Contractors. The price will be ($ B x A) for the minimum number of data, and ($ D x C) - for the maximum number of data, and the value of ($ D x C) will be higher than ($ B x A) value. The ($ D x C) value will be the total, and this number will be used as a ceiling price for a specific CLIN. 3. TO EXTEND THE RESPONSE DATE TO: JULY 29, 2013. ALL OTHER TERMS AND CONDITIONS OF THE RFP REMAIN UNCHANGED. ******************************************************************* SEE ATTACHMENT LABELED: COMBINED SB1341-13-RP-0070 FOR FULL SOLICITATION. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-68. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code 541712, is to notify Contractors that the Government intends to issue a Purchase Order in accordance with FAR Part 13.106 for the following specifications, under the simplified acquisition procedures. This is a 100% Small Business Set-Aside competitive procurement. Prospective Offerors are responsible for downloading the solicitation and any amendments. It is the Offeror's responsibility to monitor the Federal Business Opportunity (FBO) website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Therefore, the initial proposals shall contain the Offeror's best terms and conditions. This solicitation is issued as a Request for Proposal (RFP). A. BACKGROUND INFORMATION This procurement is being conducted for the U. S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement Division (BMD) in Gaithersburg, Maryland. The Mass Spectrometry Data Center (MSDC), a component of the BMD, is responsible for the development of NIST/NIH/EPA Mass Spectral Library (the Library, http://www.nist.gov/srd/nist1a.cfm) including software and NIST Chemistry web-book (http://webbook.nist.gov/chemistry/). B. OBJECTIVES/PURPOSE To acquire electron ionization mass spectra for the inclusion into the Library. C. SCOPE OF WORK a. GENERAL: The contractor shall perform measurement of mass spectra for the inclusion to the Library. All data must be obtained on a GC/MS instrument, and chromatography peaks should be separated to insure that the spectra correspond to the pure compounds. All data must be made available to NIST in a digital form (as a NIST user database format: http://www.nist.gov/srd/nist1a.cfm. b. SPECIFIC REQUIREMENTS: The data/spectra provided to NIST shall be from each of the following three categories: Task one: CATEGORY ONE DATA: High quality ("The critical evaluation of a comprehensive mass spectral library") GC/MS data of compounds of environmental importance (compounds commonly present in the air, soil, and water), known metabolites, drugs, toxic substances and food contaminants, and their analytical derivatives, and retention index data of these compounds on non-polar gas chromatography columns with the description of experimental conditions. Task two: CATEGORY TWO SPECTRA:GC/MS spectra of compounds of environmental importance (compounds commonly present in the air, soil, and water), known metabolites of drugs, toxic substances and food contaminants, and their analytical derivatives. The definition of low quality is present in the document: "The critical evaluation of a comprehensive mass spectral library", published in the Journal American Society for Mass Spectrometry, 1999, vol. 10, p, 287-299. Task three: CATEGORY THREE SPECTRA: GC/MS spectra of organic compounds of synthetic origin that have no current practical application and are not presently represented in the Library. QUESTIONS DEADLINE: All question requests for NIST are to be submitted via email to Monifa.Coleman@nist.gov no later than July 11, 2013, 10:00pm EST. QUOTATIONS DUE: All quotations are due, electronically via Federal Business Opportunity (FBO) website no later than 10:00pm, EST on: July 23, 2013. DO NOT EMAIL ANY PROPOSALS.
