Description
REQUEST FOR INFORMATION FOR PATIENT ACTIVE WARMING SYSTEM Marine Corps Systems Command (MARCORSYSCOM), Family of Field Medical Equipment (FFME), wishes to determine industry capabilities in providing a Patient Active Warming System (PAWS). MARCORSYSCOM is also interested in reviewing possible design options, performance test and evaluation results per MilStd 810, 464, and 461, material solutions for these systems, available pricing information, and all Food & Drug Administration certifications (510K) obtained. The PAWS shall be a portable, field ruggedized, and energy efficient system that will replace the existing devices employed in the Forward Resuscitative Surgical System. The PAWS shall provide warmth to patients for the prevention or treatment of hypothermia. The PAWS shall have precise temperature control with minimal time to temperature. The PAWS shall have the ability to be sterilized or incorporate disposable sterile covers. The PAWS shall be capable of being powered from 120 - 240 VAC, 5/60 Hz; 12 - 28 VDC (vehicle power); and batteries. The PAWS shall include a removable battery and an internal battery charger. The battery charger shall be capable of charging the battery while the system is off or while it is being used. The PAWS shall be a man-portable unit using integral handle(s) and/or carrying case with handle(s). The PAWS shall be provided with a reusable carrying case. The carrying case shall be able to hold the PAWS and its accessory kit. The PAWS shall operate in ambient temperatures of -25° F to 125° F. The PAWS shall operate in Relative Humidity (RH) levels of 98% RH at 90° F. The PAWS shall operate after exposure to storage temperatures of -40° F to 140° F. The PAWS shall be energy efficient. The device shall be used in field hospitals and institutional settings by trained medical staff. If the proposed device currently does not meet one of the above requirements, include in the response what is required (both resources and time needed) for the device to be able to meet the requirement. The Government requests that responses include an estimated price and a list of consumables and maintenance tools required to operate and repair the device. Responses must identify planned capabilities or modules not yet available for sale, testing, etc. For such planned capabilities or add-on modules, provide the development and implementation schedule to bring the capability to the marketplace. In the event a device does not have FDA certification, provide the notional schedule for obtaining 510K approval for all devices, modules, or capabilities requiring such approval. Firms should also submit business size information. This information shall be submitted no later than 19 August 2013 to Marine Corps Systems Command, ATTN: Patricia Smart, CESS, CTQ3MS, 2200 Lester Street, Quantico, Va. 22134. This information may also be submitted to patricia.smart@usmc.mil. Submitted information will not be returned. All data received in response to this announcement marked or designated, as corporate or proprietary information will be protected from release outside the Government in accordance with the Freedom of Information Act and Privacy Act provisions. The sources sought announcement is requested for informational purposes only in accordance with FAR 15.201. This is not a Request For Proposal (RFP), Invitation For Bid (IFB), Request For Quotation (RFQ), or an announcement of a solicitation. No solicitation document exists. The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure these items, nor does the Marine Corps intend to award on the basis of this sources sought/market research or otherwise pay for the information requested.
