- The attachment is the Statement of Work. This acquisition is a Full and Opens acquisistion. Solicitation number: FA9301-13-M-E007 This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ). This solicitation also uses the simplified acquisition procedures contained in Part 13. All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-68 (effective 26 Jun 2013) and DFARs Change Notice (DCN) 20130705 (effective 05 Jul 2013), AFFARS AFAC 2013-0327 (effective 27 Mar 2013). The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest priced, technically acceptable. NAICS is 541380 with a small business size standard of $14,000,000.00. PSC code is H112. There are no set-asides for this acquisition. AFTC/PK, Edwards AFB, CA is seeking a contractor to perform on site visit to Edwards AFB fire department, to perform a annual maintenance on the MSA Firehawk M7 Responder SCBA for annual service. This is the request for quotation (RFQ). Award will be made to lowest price, technically acceptable offer. This is an "All or None" acquisition, incomplete quotes will not be considered. REQUIREMENT: The contractor will provide a qualified technician certified to work on MSA Firehawk M7 SCBA's who possess proof of certification. The contractor shall provide all supplies, parts, materials, tools and equipment and perform the labor necessary to inspect, repair, test and perform a POSICHEK on the SCBA MSA Firehawk M7 which encompasses the harness assembly, FireHawk M7 Responder Face Piece, Wireless M7 Heads Up Display (HUD) with Auto Dim and Buddy light, Clear Command Wireless Communication System face mask with breathing valve, heads-up display and bypass and cylinder. Additional details are provided in the Statement of Work (SOW) attached. Please submit your quotes based of the basic CLIN structure descriped below: CLIN 0001 - Inspection and Maint. Complete SCBA (this is for the 110 complete SCBAs) CLIN 0002 - Five Year Hydrostatic Test (this is for the 220 FireHawk M7 SCBA cylinders) Period of Performance (PoP) will be 30 days after award of contract. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. The use in this solicitation of any Department of Defense Federal Acquisition Regulations Supplement (DFARS) (48 CFR Chapter 2) provision with an authorized deviation is indicated by the addition of "DEVIATION" after the name of the regulation. Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (FEB 2012). Contractor must complete DFARS 252.209-7999. Provision at 52.212-2 -- Evaluation -- Commercial Items. (Jan 1999) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable EVALUATION OF OFFERS: Award will be made to the lowest priced, technically acceptable quote. Technically acceptable offers will meet all requirements in the attached Government's SOW dated July 2013 to be considered technically acceptable. Technically Acceptable means that the offeror possesses a qualified technician that is currently MSA certified to work on MSA FireHawk M7 SCBAs. This certification must be provided with the offeror's quote. Interested parties who believe they can meet all of the requirements for this services described in this combined synopsis/solicitation and the attached SOW are invited to submit a complete quote including delivery FOB destination Edwards AFB, CA 93524. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this combined synopsis/solicitation. In addition to those provisions online in the System for Award Management (SAM), offerors are instructed to complete the provision DFARS 252.209-7999. This must be returned with offeror's quote.
