Capstick III Contracting Specialist: Justin O'Rourke Email: Lincoln.Capstick@va.gov, Justin.ORourke@va.gov INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources for the construction of an E85 Fueling Station at the Biloxi, Mississippi VA Medical Center (VAMC). PROJECT DESCRIPTION: The VAMC located in Biloxi, Mississippi will install an E85 renewable fuel station on the campus to meet the requirements of Executive Order 13423 and Energy Independence and Security Act of 2007 (EISA). This fueling station will operate for refueling of approximately 125 midsize and full size vehicles that are stationed at the VAMC, Biloxi, Mississippi Facility. The above ground fuel storage tank shall be double-walled 8,000 gallon and shall meet all the state and federal requirements. The scope of work is for the construction of a complete fueling station, including site preparation, civil work, demolition, and configuration and installation of a complete stationary E-85 Fueling station. Work will include all equipment, controls, containment areas, piping, electrical connections, paving/patching, lighting, signage and landscaping, to provide a complete "turnkey" fuel station. Construction will be completed by designs and drawings that will be supplied prior to solicitation (if applicable). Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If a solicitation is released it may or may not be synopsized in FBO. It is the potential offeror's responsibility to monitor FBO for the release of any solicitation or synopsis. The Government reserves the right to consider a small business, SDVOSB, VOSB, WOSB or 8(a) set aside when using FBO. SUBMITTAL INFORMATION: 1.All responses must include the following information: Company name and address, CAGE code, Dunn & Bradstreet number, Point-of-Contact name, phone number, facsimile number, and email address. The subject line of your response should clearly display the RFI number. 2.Please provide an electronic copy (CD or email) of your price schedules. 3.Please provide a summary description of at least three but no more than five contracts your company has performed for this same or similar requirement. Please identify whether you performed as a prime contractor, sub-contractor, teaming partner, or as a project manager. Please be specific and provide a complete reference to include at a minimum the project name, contract award amount and the project's owner contact information. It is requested that interested contractors submit a response (electronic submission) of no more than five (5) pages in length, single spaced, and 12 point font minimum that addresses the above information to the POC below. All submissions must contain the RFI number in the subject line of the email. Submissions (electronic responses - email/CD) shall be received by no later than July 24, 2013 at 4:00 P.M., Eastern Daylight Time. At this time, no solicitation exists. Therefore, DO NOT REQUEST A SOLICITATION. Contractors having the skills and capabilities necessary to perform the stated requirements should forward an email only to the primary point of contact listed below. No phone calls will be accepted.
