Description
Drawing Solicitation W912JD-13-T-0002 This solicitation is being issued as a Request for Quotation. This notice has incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR). This is a Small Business Set-Aside under NAICS Code 336214. Offerors must be registered in the System for Award Management at https://www.sam.gov in order to be considered for award. The Government intends to award a Firm-Fixed Price Contract. Contractor shall provide all necessary plant, labor, materials, equipment, tools, transportation, supervision for all One (1) Command/Communication Trailer. The solicitation package hereby enclosed. The following FAR provision is applicable for this solicitation under FAR 52.212-2 - Evaluation - Commercial Items (JAN 1999) a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: In order to be considered for award, the offer must be determined to be technically acceptable. The technical evaluation factors for this procurement are Lowest Price Technically Acceptable (LPTA). Criteria under the LPTA process are judged on a pass-fail basis only. To be determined technically acceptable, all factors must be acceptable to obtain a pass rating for technical proposal. Award will be made to the lowest price, technically acceptable, responsible offero, with satisfactory past performance. Technical Capability Factor: Offerors will be evaluated on the basis of information furnished by the offeror and submitted with the offer. The information called for is essential in determining whether or not the equipment being offered meets the salient characteristics of this Request for Quotation. Failure to submit the required information may preclude consideration of the offer for purchase. Past Performance: The Government will evaluate the contractor's past performance. Submit a list of similar project work that was completed by your company in the last 3 years. Provide: Name, telephone, agency, and dollar value. Delivery : Offerors must meet period of performance for delivery of October 21, 2013. Price: For offers which meet all other evaluation factors above, award will be made to the low offeror based on Price. Technical, past performance and delivery when combined, are greater than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Please ensure your quote includes correct quantity, unit price, total price, warranty info (if applicable), and any other pertinent information. Quotes must be valid for a minimum of 60 days.
