Description
NASA/GRC has a requirement for additional testing on slit tube booms being developed for large solar arrays under the contract NNC12CA42C with Deployable Space Systems, Inc. (DSS). This testing is a continuation of boom buckling testing already being performed under this contract. Since the hardware to be tested is highly specialized equipment developed by DSS for the Government under this contract, and DSS has the ability to conduct this type of testing, it has been determined that no other sources can provide this testing technology in a timely and cost effective manner. Therefore, using DSS is the only method to ensure there will be no unacceptable delays to the development testing for the Roll-Out Solar Array (ROSA) winglet. The anticipated period of performance of the testing will be not be longer than the current contract which is expected to conclude in May 2014. NASA/GRC intends to increase the contract value to cover the costs of this testing in accordance with FAR clause 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements under the authority of 10 U.S.C. 2304(c)(1). This synopsis is being posted as 'Information Only' as the GRC will not be accepting proposals or capabilities/qualification statements for this requirement. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
