- ITC-RFQ-13-0052 Solicitation The United States International Trade Commission (USITC or Commission) is an independent, quasi-judicial Federal agency established by Congress with broad investigative responsibilities on matters of trade. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart Part 12.6, as supplemented with additional information included in this notice. The solicitation number is ITC-RFQ-13-0052, attached, and is issued as a Request for Quotations (RFQ), for Commercial Items/Services. The solicitation's documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-68. It is the responsibility of the Offeror to be familiar with the applicable clauses and provisions. The USITC has a requirement for Economic Research Papers on Product Space and Economic/Product Complexity analysis for six (6) specific U.S. trade policy topics. The Commission reserves the right to make multiple awards as a result of this RFQ. The successful Offeror(s) will be selected on a best value basis. The associated North American Industrial Classification Code (NAICS) for this procurement is 541690. This is an unrestricted solicitation, open to both small and large business. The following FAR Clauses, including all addenda, apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4-Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The USITC reserves the right to issue more than one(1) Purchase Order as a result of this RFQ. The purchase order(s) period of performance is anticipated to be a base period of 12 months with the possibility of additional option periods. It is the responsibility of the Offeror to monitor this site for any amendment(s) that may be issued to the RFQ. All responsible sources may submit a quotation as outlined in the RFQ, which will be considered by the agency. Questions regarding this RFQ shall be received in writing, via e-mail, to Michael.pigram@usitc.gov AND cc Debra Bridge at Debra.Bridge@usitc.gov, on or before 2:00 PM Eastern Time, Monday, July 22, 2013. Phone calls are strongly discouraged. Please include in the subject line ITC-RFQ-13-0052 - Economic Research Paper - Product Space. IMPORTANT : In accordance with FAR Subpart 4.11, Central Contractor Registration (CCR), prospective contractors (with few exceptions) shall be registered in the CCR database prior to award of a contract or agreement.
