Description

The purpose of Amendment A00002 is to: (a) Incorporate a revised PWS to include support for the VistA Evolution Program Executive Office in the scope of work. This change is the result of pending organizational restructuring in VA. Specific tasks and level of effort remain unchanged; (b) Incorporate a revised Attachment A - Pricing Spreadsheet that separates labor categories and labor hours by PWS task (no change to specific labor categories or total number of labor hours). This revision also affects a change to one labor category title in PWS section 4.4 (IT Subject Matter Specialist); (c) Release an initial set of contractor questions and the Government's answers. Subsequent questions and answers are forthcoming; (d) Extend the deadline for contractor questions to 4:00PM EST on Monday, July 22, 2013; and (e) Extend the solicitation closing date and time to 4:00PM EST on Monday, August 5, 2013. The Department of Veterans Affairs, Office of Acquisition Operations, Technology Acquisition Center, located at 260 Industrial Way West, Eatontown, NJ, intends to enter into a 6-month Time-and-Materials (T&M) contract with two 12-month Option Periods (if exercised) to acquire program, financial, and acquisition support for the VA VistA Evolution Program Executive Office and Interagency Program Office (IPO). In accordance with 38 U.S.C. 8127(d), also known as the Veterans First Contracting Program, as implemented by FAR 19.1405(b), this acquisition will be set aside for competition amongst verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) only. The North American Industrial Classification (NAICS) Code/Size is 541512. This solicitation shall close at 4:00PM EST on Monday, August 5, 2013.
