- This is a SOURCES SOUGHT SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers (USACE) - Humphreys Engineer Center Support Activity (HECSA) has been tasked to solicit for and award a contract for leadership services which will be used throughout USACE. The U.S. Army Corps of Engineers has identified the need to continue to build upon their validated assessment of leadership potential and talent in the selection and development process for USACE employees (over 30,000 employees within USACE). This contract is to provide leadership assessments; a 360 degree feedback assessment; validation and fine-tuning of the predictability of the assessment methodology; developmental training for employees both individually and within a team; and to develop and educate leaders to further train newly hired professionals. A draft document describing the services required has been attached. The proposed requirement will be an indefinite-delivery indefinite-quantity (IDIQ) task order based contract with firm fixed price (FFP) task orders. The contract is estimated to have one base year and two optional years with a ceiling price of $3,000,000. Interested small business concerns in NAICS code 541611 with a size standard of $14.0 M are encouraged to submit a capabilities package. Large businesses who may be interested shall respond with an estimated percentage of total work that can be subcontracted out to small businesses. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the attached document. It is asked that interested parties respond to this sources sought synopsis with the following information: Company name, location, and CAGE Code Socioeconomic Status Company's capability to perform a contract of this complexity to include at least two, but no more than five, examples of comparable work performed within the past 5 years with a brief description of the project(s), customer name(s), and dollar value of the project(s) This market survey is for informational and planning purposes only and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. Interested companies shall respond to this sources sought synopsis no later than 1:00 PM EDT Thursday, 1 August 2012.
