Description

THE NOTICE IS AMENDED WITH INFORMATION IN BOLD IN PARAGRAPH 2 This design build project is to Add/Alter existing high bay hangar buildings. Building consists of two (2) halves, a West and an East portion, separated by a common wall; both essentially "mirror" images of each other. The base bid consists of the 45 West portion and the 45 East portion is an Option item. The 45 West / Aircraft Maintenance Unit (AMU): Alter approximately 11,141 SF of the existing hangar, construct an approximately 5,845 SF addition to the hangar, and alter approximately 15,339 SF of the existing AMU. The 45 East / Aircraft Maintenance Unit (AMU): Alter approximately 11,141 SF of the existing hangar, construct an approximately 5,845 SF addition to the hangar, and alter approximately 15,339 SF of the existing AMU, and construct an approximately 11,345 SF high bay addition to the AMU with mezzanine. THIS PROJECT IS AN UNRESTRICTED PROCUREMENT WITH HUBZONE PRICE EVALUATION PREFERENCE. This will be a Competitive Request for Proposal (RFP), using the Best Value Trade Off procedures resulting in a firm-fixed price contract. Both a technical and price proposal will be required. The Technical Evaluation Factors for this procurement are in Section 00110, entitled Submission Requirements and Instructions. It is the Government's intent to award based on initial offers without discussions; therefore, the offerors shall provide their best technical and price proposals. There will be one pricing schedule for this project with a Performance Period of 540 days after receipt of Notice to Proceed (NTP) for the base bid (45 West portion) and 540 days for the Option #1 item (45 East portion). The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction, $33,500,000.00 average annual gross revenue for the last three (3) fiscal years. Estimated cost range for this project is over $10,000,000.00 - $25,000,000.00. The solicitation will be made available on or about July 22, 2013. All proposals will be due on or about August 21, 2013 at 2:00 P.M. Pacific Time. This is to notify all potential offerors that Solicitation No. W912PL-13-R-0025 and all amendments for this acquisition will be posted on FedBizOpps (FBO) (www.fbo.gov). THE GOVERNMENT INTENDS TO ISSUE THIS SOLICITATION AND ALL AMENDMENTS THROUGH THE USE OF THE INTERNET (WEB ONLY). No additional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary. Viewing/downloading documents from FBO will require prior registration in System for Award Management (www.sam.gov).
