- This is a sole source synopsis and published for informational purposes only. The United States Special Operations Command (USSOCOM), Special Operations Research, Development, and Acquisition Center (SORDAC), Directorate of Procurement intends to award a sole source contract under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy the Government requirements for logistics support services, maintenance, repairs, spares and replenishment parts for the SEAL Insertion, Observation and Neutralization (SEALION) maritime surface craft system. The contractor shall provide materials and services, special tools, and logistical support of the SEALION for a twelve (12) month period of performance, as directed by the Government. The scope of supplies and services will support both experimental and operational SEALION platforms, tactical trailer, and replenishment spare parts to the Detachment Deployment Packages and Shore Based Spares kit during the period of performance. As necessary, the contractor shall provide technical, engineering, and logistics support to include reach-back and on-site technical and logistical support, and field service representatives both within the Continental US (CONUS) and outside the CONUS (OCONUS). On-site technical support will normally be performed at the specified location in the Statement of Work unless deployed support is required by the Government. The Government intends to award this sole source contract to Oregon Iron Works Inc., 9700 SE Lawnfield Rd, Clackamas, OR 97015. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in SAM prior to award for solicitations issued after 21 May 1998. The Government intends to award a contract with hybrid payment provisions (fixed price and cost reimbursable) for performance to begin on or about September 2013. This effort has a ceiling cost of $6M.
