- Sources Sought The United States Marine Corps (USMC), Marine Corps Systems Command (MCSC) intends to negotiate and award a sole-source contract to Lockheed Martin Corporation (LMC) Mission Systems & Training (MST), 497 Electronics Parkway, Syracuse, NY 13088-6062, for the sustainment and integration support for the AN/TPS-59A(V)3 Radar System. Fielded in 1985, the AN/TPS-59A(V)3 is a long-range, three-dimensional, ground based air surveillance radar. The Long-Range Radar (LRR) supports the Marine Air Ground Task Force Commander in Anti-Air Warfare operations with Air Breathing Targets surveillance and Tactical Ballistic Missile surveillance. This acquisition is for; a. Services/support to enable MCSC and its partners; such as Government laboratories, depots, and other contractors; to perform the integration of system modifications. b. Software development, integration, problem investigation and resolution, baseline management, and configuration updates. c. Conversion and delivery of Engineering Databases and Configuration Management Information (EDCMI) from contractor owned databases to a format usable by the Government to support permanent management by Government. d. Interim Configuration Management of the LRR hardware during the transition of this function to the Government. e. Interim Integrated Logistics Support and Technical Manual development during the transition of this function to the Government. f. Limited Diminishing Manufacturing Sources and Material Shortages analysis and reporting during the transition of this function to the Government. g. Maintenance of the Government-Furnished Property required in performance on this acquisition, to include an AN/TPS-59A(V)3 Radar Set. Lockheed Martin is the designer, developer, and manufacturer of the AN/TPS-59A(V)3 Radar System. LMC owns the intellectual property rights to the software resident within the new Radar Data Signal Processor Technical Refresh that was fielded in Fiscal Year 2011. The Government did not procure the rights to utilize the intellectual property rights in or to the software and hardware components developed by LMC exclusively at private expense. Additionally, LMC maintains the databases containing existing EDCMI for the LRR. Other sources would not have access to complete or validated data to support the transition of the EDCMI to the Government. Lockheed Martin is considered the only source capable of meeting these requirements. No solicitation is available for competitive bidding; however, interested parties are encouraged to submit a statement of capability for satisfying this requirement. Proprietary information shall be clearly identified as such on a page-by-page basis.
