Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requisition Number W81EWF30111467A is being issued as a request for quotes (RFQ) with intent to award as a simplified acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-65. This requirement is being posted for full and open competition under NAICS Code 511210 with size standards not exceeding 25 million dollars. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) needs to purchase wastewater treatment plant (WWTP) simulation software. This will be delivered FOB destination to the Engineer Research and Development Center, 3909 Halls Ferry Road, Vicksburg, MS 39180-6199. Requirements are given below: REQUIREMENTS: The wastewater treatment plant (WWTP) simulation software must meet the following specifications: -All simulated processes must be included within a common framework for simultaneous computation allowing for dynamic modeling of a complete WWTP. -Standard WWTP unit operations must be available for simulation, including but not limited to physical settling, aerobic treatment, anaerobic digestion, fixed film bioreactors, chemical precipitation, and disinfection. -Standard biological processes must be incorporated including but not limited to biomass formation, nutrient removal, and contaminant removal. -Flexibility must be available in the ability to incorporate user defined unit operations and/or biological and/or chemical processes. Offerors shall submit technical data on the items quoted. FAR Provision 52.212-2, Evaluation - Commercial Items, applies to this acquisition. Award will be made to the responsible offeror whose quote is determined to be Lowest Price Technically Acceptable. Solicitation respondents must describe how their proposed Electronic and Information Technology (EIT) deliverables meet at least those technical provisions identified as applicable in the attached Government Product/Service Accessibility Template (GPAT). Functional performance criteria from 36 CFR part 1194 Subpart C have been determined to apply to this acquisition. Solicitation respondents must describe how their proposed Electronic and Information Technology (EIT) deliverables meet at least those functional performance criteria identified as applicable in the attached Government Product/Service Accessibility Template (GPAT). Information, documentation, and support requirements from 36 CFR part 1194 Subpart D have been determined to apply to this acquisition. Solicitation respondents must describe how the information, documentation, and support proposed for Electronic and Information Technology (EIT) deliverables meet at least those information, documentation, and support requirements identified as applicable in the attached Government Product/Service Accessibility Template (GPAT). Responses to this solicitation will only be considered for award after it has been determined that the proposal adequately addresses the requirements for Section 508. Only proposals which contain adequate information to document their responsiveness to the Section 508 requirements (e.g. a completed GPAT, VPAT or equivalent and supporting documentation) will be eligible for any additional merit consideration. Software Application delivered as a result of this solicitation will be accepted based in part on satisfaction of identified Section 508 requirements for accessibility.
