- Special Notice: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Reconditioning Center (NRC) is awarding a Purchase Order for the evaluation and repair of the following equipment: 20 each ENCODER, PN: 20890-1, MODEL 1625H-14NB, ASN: R400-2A1A1A2A1 to Ruhle Companies, Inc. Sole Source Justification: This repair service requires proprietary parts to complete the repairs. The Government only knows of one source that has access to these parts, Ruhle Companies, Inc. Market research: Multiple searches of the Small Business Administration (SBA) Dynamic Small Search did not identify any small business available to compete for this required repair service. Search parameters included a combination of NAICS code ‘334513, 334519' and key words: ‘repair, nexrad, encoders'; and just key words: ‘repair, nexrad, encoders'. A search of 'repair Nexrad encoders' in GSA's eLibrary returned no matches. A Sources Sought was posted on Federal Business Opportunities on July 6, 2013 for 5 days and modified on July 10, 2013 for another 5 more days posting, no responses were received.
