- INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the construction of a Combined Heat and Power (CHP) Plant at the Newington VA Medical Center (VAMC). PROJECT DESCRIPTION: The CHP Plant will consist of three gas-fired 480/277V 400KW cogeneration units that will provide new, reliable, and efficient sources of hot water heating, cooling, and electrical generation for the facility. The project shall also consist of a new ~12,000sf standalone building for the installation of the three gas reciprocating CHP units, hot-water absorption chillers, emissions treatment systems, associated mechanical and electrical systems, and administrative support space. The building will be located in an open area across from Building 2W, adjacent to three existing cooling towers, on the Newington VAMC campus. Civil/site work will be provided to accommodate the new structure, pedestrian and vehicular building access, parking, surrounding site access, site utilities, two new cooling towers, landscaping, and associated site modifications in support of the project. Hot water piping and chilled water piping will be run underground to connect to existing facility infrastructure within Building 2W. Hot water piping will be extended further through Buildings 2C and 2E to tie into the facility's existing heating system. Chilled water piping will be connected to the facility's existing chilled water plant within Building 2W. Electrical feeders will be extended outside to an isolation switch and pad-mounted 1500KVA transformer, routed underground on the site, and extended into Switchgear Building 46 where they will be terminated within the campus' 22.8 kV primary utility service switchgear. New controls shall be provided for operation of the CHP system to provide CHP system start/stop signals, alarms, control valves, control emissions treatment systems, and measure hot water flow, chilled water flow, electrical power, and gas usage. A new Building Management System will be provided for the CHP building and will interface with the CHP control system. The CHP control system will also interface with the existing chilled water plant's control system. The CHP system's electrical output will be connected to the medical center's 22.8 kV primary distribution system at the existing primary utility service switchgear. During CHP system operation, it's power output will be delivered to the medical center's distribution system, partially offsetting power delivery required from the electric utility grid. Utility and owner required relaying and metering will also be provided to ensure safe, reliable interconnection to the medical center's electrical distribution system. The services for this project will include providing all construction related services including: providing labor, materials and equipment required to complete the project as per contract documents prepared by an independent Architect-Engineer firm. ADMINISTRATIVE: The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small Business set aside. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. The applicable NAICS code is 237130 with a size standard of $33.5 million. The solicitation will be issued on or about August 8, 2013. The period of performance is approximately 600 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $10,000,000.00 and $15,000,000.00.
