Description
REPAIR GROUND PRODUCTS RETAIL STATION (SZCQ112450) PEASE AIR NATIONAL GUARD BASE, NEWINGTON, NEW HAMPSHIRE. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources, with particular interest in service disabled veteran owned Small Business sources. This notice is for planning purposes only. All interested parties should respond. National Guard Bureau OPARC-S may issue a solicitation and award of a contract to complete the Repair ground products retail station at Pease Air National Guard Base (Pease ANGB) in Newington, New Hampshire, subject to availability of funds. The magnitude of this project is between $500,000.00 and $1,000,000.00. Description of the proposed construction includes but is not limited to removal and disposal of one (1) 12,000 gallon diesel fuel storage tank, removal and disposal of one (1) 12,000 gallon gasoline storage tank, providing one (1) 8,000 gallon double wall steel gasoline storage tank, providing one (1) 8,000 gallon double wall steel diesel storage tank, demolition of two (2) existing fuel dispensing cabinets, demolition of one (1) fuel dispensing island and associated fuel piping, construction of a new Portland Cement Concrete (PCC) dispensing island with two (2) hoses and two (2) dispensing cabinets complete with all associated piping, electrical power and controls, construction of a new canopy over island and dispensing pads, repair of existing commercial hauler parking pad which includes asphalt and PCC pavement, removal and replacement of existing curbing and the installation of new storm water control valves and the installation of C-300 (fuel delivery truck) loading equipment. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 4:00 pm EST on 01 Aug 2013. NAICS Code 237120 applies to this project. Your attention is directed to FAR Clause 52.219-14(c)(3) LIMITATIONS ON SUBCONTRACTING which states, quote mark By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for General construction, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees quote mark applies to this project if set aside for small business. Attached additional information, which shall not exceed five (5) typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form (see form attached) and (3) a listing of projects completed during the past three years, both for government and private industry that are similar to the scope of work required by this notice. The type of project, dollar value, contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. Responses must also include (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate service disabled veteran owned small business contractors are not available for adequate competition for this project, it may be advertised as a set aside for another socio-economic category or as a Small Business set aside. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
