Description
Sources Sought: This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine technical, administrative, management, and financial; capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. INTRODUCTION: The Bureau of Reclamation has a requirement for oil refurbishment at Shasta Dam located on the Sacramento River above Redding, California near Shasta Lake City. Shasta Dam has 5 turbine units with shared filtered and unfiltered oil reservoirs. The oil currently in the system is composed of mostly the original oil added in 1947. Chevron GST oil ISO 68 has been added to the system periodically to restore oil levels for the past 20 years. This contract is to replace the Shasta Powerplant oil with new Chevron GST oil ISO 68. SCOPE: The contractor shall clean the filtered and unfiltered reservoir tanks, provide new oil. The contractor shall clean the unfiltered oil reservoir tanks before each new oil delivery. Contractor will be required to provide 12,200 gallons of Chevron GST oil ISO 68 over 4 delivery periods. The maximum of 4,000 gallons per delivery period is based on the storage capacity at Shasta Dam. A lab report for compatibility of new and existing oil will be provided to the technical representative with the delivery of new oil. I t will be in compliance with ASTM E1628-94(2008). The lab report shall document the batch/lot number of new oil tested. There shall be 1 report for each batch/lot number of oil supplied. If all oil was acquired from the same batch/lot number, only 1 lab report will be required. ASTM D7155-06 provides for 3 different ratios to be tested and evaluated. A 10-to-90 ratio of existing oil to new oil shall be tested and documented in the lab report. All hazardous material brought on site by the contractor shall have 2 copies of the MSDS; one copy to be kept in good condition will be clearly marked near the hazardous material and 1 copy to be provided to the technical representative at least 2 business days prior to delivery. Oil is to be delivered at the main level of Shasta Dam Plant House (elevation 663.00). Contractor is responsible for connecting to the 3 inch gate valve of the existing of the existing piping system at the Shasta Power Plant building as required to deliver oil. The filtered and unfiltered oil reservoir tanks are to be cleaned before delivery of the first shipment of new oil and the unfiltered oil reservoir tank is to be cleaned before each subsequent delivery. The first cleaning will remove residue buildup and accumulated sediments from over the past 10 years. Subsequent cleanings will remove any contaminations from handling used oil during the draining process. The contractor is responsible for disposing of all residues, sediments, and cleaning agents used during the cleaning process. Surface inside of reservoir tank to be wiped clean and dry with no cleaning agent residue left upon completion of cleaning. All surfaces to be visually clean when inspected by the technical representative using white light. Any damage or corrosion found shall be noted and reported to the technical representative immediately. Existing oil in the facility shall be collected and disposed of in accordance with Federal, State, and local laws and regulations. There is approximately 10,000 gallons of oil to be disposed of over 4 shipments. This is due to the oil storage capacity at Shasta. Contractor is responsible for spills or leaks during performance of this contract which occur as a result of, or are contributed to the actions of the Contractor's agents, employees, or subcontractors. Report to the technical representative any leaks or spills as they occur. This procurement will be awarded using FAR Par 13 Commercial Item procedures with an anticipated award date of August 30, 2013. NAICS code 424720 with a Small Business Size Standard of 100 employees Responses to this announcement are requested from (1) SBA certified Small Business HubZone firms; (2) Small Business firms certified by a Small Business Administration (SBA) district or regional office for participation in the 8(a) program; (3) Service-Disabled Veteran-Owned small Business firms; (4) Small Businesses (5) Large Business. In response to this announcement, please indicate your firm's socioeconomic status (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy. Any information submitted is voluntary. If sufficient interest and capability is not received from firms in categories (1) through (4) above, any solicitation may be issued as unrestricted without further consideration. Interested firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including DUNS NUMBER); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS. Note: Based on responses from interested firms, this requirement could be two separate solicitations, one for the new oil/removal of existing oil and cleaning of tanks. Your company must have a DUNs number and be registered on-line at the System for Award Management (SAM). You will also be required to provide your small business status information either via the RFP or the On-line Representations and Certifications (ORCA) also located at the SAM website before an award to your company can be made. Your on-line ORCA registration will cover any/all of your offers to the Federal Government, and only needs updated annually. All responses must be submitted NLT July 31, 2013 at 3:00pm MST via e-mail to: telliott@usbr.gov This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities website and no paper copies will be provided.
