Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 511210 in the North American Industry Classification System (NAICS), and the size standard for such requirements is $35.5 million. The Surveillance Epidemiology and End Results (SEER) Program of the National Cancer Institute is an authoritative source of information on cancer incidence and survival in the United States. Case ascertainment for SEER began on January 1, 1973, in the states of Connecticut, Iowa, New Mexico, Utah, and Hawaii and the metropolitan areas of Detroit and San Francisco-Oakland. In 1974-1975, the metropolitan area of Atlanta and the 13-county Seattle-Puget Sound area were added. In 1978, 10 predominantly black rural counties in Georgia were added, followed in 1980 by the addition of American Indians residing in Arizona. In 1992, the SEER Program was expanded to include the Alaska Native population in the State of Alaska as well as to increase coverage of the minority populations, especially Hispanics, in Los Angeles County and four counties in the San Jose-Monterey area south of San Francisco. In 2001, the SEER Program expanded its coverage to include Kentucky, the remainder of the State of California, New Jersey, and Louisiana. In 2010 the remainder of the State of Georgia also entered the program The SEER Program currently collects and publishes cancer incidence and survival data from 20 population-based cancer registries covering approximately 28 percent of the US population. Information on more than 7.7 million in situ and invasive cancer cases is included in the SEER database, and approximately 450,000 new cases are accessioned each year within the SEER catchment areas. The SEER registries routinely collect data on patient demographics, primary tumor site, morphology, and stage at diagnosis, first course of treatment, and follow-up for vital status. The SEER Program is the only comprehensive source of population-based information in the United States that includes stage of cancer at the time of diagnosis and survival rates within each stage. The National Institute of Cancer (NCI), Division of Cancer Control & Population Sciences (DCCPS), is anticipating awarding a 2-year non-competitive contract to Artificial Intelligence in Medicine (AIM) in Canada to continue maintaining and updating existing SEER ePath networks. AIM is the sole-source provider of software developed to automate the review of pathology reports for cancer case finding and the forwarding of those that are required by a cancer registry. These products are proprietary to AIM, Inc. Some of the major activities of the contract include: 1) Maintain and update the existing SEER ePath network. This includes updating previously installed pathology laboratories to the latest version of TransMed 2 software, updating Autocode software, and troubleshooting and correcting laboratory reporting issues. 2) Install ePath automated cancer identification application to an additional 15 pathology laboratories per year. The laboratories will be selected under the direction of the NCI COR and in consultation with the SEER registries from either the currently maintained list of potential laboratories or to newly identified laboratories. 3) Demonstrate that ePath automated cancer identification application can be expanded to electronic reports from radiation oncology departments. Under the direction of the COR this shall involve the installation of software in several radiation oncology departments and the examination of resulting reports for reporting accuracy, sensitivity, and specificity. 4) Meet weekly with the NCI COR to discuss ongoing progress and resolve any issues. 5) Provide a written summary of progress quarterly. If any responsible source believes it can perform the requirements they may submit their capability statements via email (PDF format; 10 Page Limit, these pages exclude resumes) for consideration by NCI to Seena Ninan, Contracting Officer, at the e-mail address provided by the response date. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation(s).
