Description

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The NCO 19, Rocky Mountain Acquisition Center, 4100 E. Mississippi Ave, Suite 900, Glendale CO is performing market research to determine if there is a sufficient number of qualified (1) Service Disabled Veteran Owned Small Business (SDVOSB); (2) Veteran Owned Small Business (VOSB); or (3) Small or emerging small business firms, or 4) Large business firms to set aside a single award contract. The Government will use responses to this notice to make an appropriate acquisition decision. To provide Eastern Colorado Health Care System, Denver, CO Laboratory with Specialty Oncology Referral Laboratory Diagnostic Testing to test patient tissue samples for cancer diagnosis, in accordance with all terms and conditions, provisions and the schedule of the solicitation with the Department of Veterans Affairs Medical Center in Denver, 1055 Clermont Street, Denver, CO 80220. Contractor shall provide referral laboratory testing services including immunohistochemical staining; molecular/pcr; flow cytometry; FISH; ISH; Cytogenetic Karyotyping; Immunoflourescence; and microarrays on tissue samples. The contractor shall meet the performance characteristics for accuracy and precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI). The quantity of tests ordered will depend on the VA Medical Center Laboratory Providers' orders. Testing will be performed at the Contractor's laboratory. The contractor will provide an itemized bill to the laboratory within 10 days after the end of the month. This requirement will be given on a cost per test basis. All interested firms who can meet the requirements stated above should respond, in writing, with information describing their interest, capabilities, geographic location and indicate which business category (SDVOSB, VOSB, Small Business or Large Business) for which they qualify to the Contract Specialist Juanita Street at Juanita.Street@va.gov no later than 12:30 p.m. (Mountain Time), August 1st, 2013. Specialty Oncology Referral Laboratory Diagnostic Testing has been assigned and should be referenced on all correspondence regarding this announcement. The NAICS Code 621511 is applicable to this acquisition, the size standard for a firm to be considered as an Emerging Small Business is no greater than 50 percent of NAICS Code with a Business Size Standard of $7.0 M. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Systems for Award Management (SAM) database prior to award of a contract. VA will not be paying for any information submitted. This is the only notice, no other copies of this notice will be provided.
