Description
Drydock and Repairs to NOAA Ship THOMAS JEFFERSON The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the drydocking and repairs to NOAA Ship THOMAS JEFFERSON. The THOMAS JEFFERSON is 208 feet long overall, and its home port address is: Marine Operations Center-Atlantic 439 West York Street Norfolk, VA 23510 All work will be performed at the contractors facility. Foreseeable cost factors including the ships transit time to and from the contractors facility will be added to each proposal. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: Temporary Services; Drydocking and Routine Drydock Work, Cathodic Protection System: Inspect & Repair, Elinca System: Inspect & Repair, Sea Valve Overhauls, Underwater Body Coating, Propeller Shaft Inspection and Repairs, Propeller Inspection and Repairs, Unshipping and Shipping Rudder, Reduction Gear and Coupling Inspection, Piping Repairs, Steel Renewals, Dock Trials, Sea Trials and Clean/Degrease Engine Room Bilge OPTION ITEMS: Main Deck Passageway Covering, Multibeam Sonar System Modifications, Ventilation System Cleaning, Dynamic Draft System Installation and Grey and Black Water Piping Renewals The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The ship will be made available for drydocking for sixty (60) days during the period October 10, 2013 through March 7, 2014. The ship is not available prior to October 10, 2013 and all work on the vessel must be completed by March 7, 2014. Contractors may choose to propose a shorter period of performance but may not propose a period of performance exceeding sixty (60) days. Interested shipyards are to provide in their proposal the 60-day period their drydock is available.. Pre-Proposal Ship Inspection arrangements may be made with the Port Engineer, Neil Lamartin at (757) 441-6369. This procurement is being issued on an unrestricted basis. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; the RFP will be issued on or about August 20, 2013 with proposals due on or about September 20, 2013. The anticipated award date is October 7, 2013. The Government anticipates awarding a firm fixed price contract to the contractor whose RFP conforming to the solicitation, will be most advantageous to the Government, considering only price and the price related factors specified in the solicitation. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; Offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the proposal. All responsible sources may submit a proposal, which shall be considered by the agency.
