Description
INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute on Aging intends to negotiate and award a purchase order without providing for full and open competition to Bitplane Incorporated (Bitplane) for Imaris® Image Processing and Analysis Software. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement is classified under NAICS Code: 511210, with a Size Standard: $35,500,000.00 REGULATORY AUTHORITY: The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-68 effective June 26, 2013. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000). STATUTORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. DESCRIPTION OF REQUIREMENT: The contractor shall provide: Imaris® Image Processing and Analysis Software: BPI-IM76-SF: Imaris 7.6 Single Full: The package consists of one set of node-locked licenses for AutoAligner and Imaris including each of the following modules: MeasurementPro, ImarisTrack, ImarisColoc, ImarisXT, FilamentTracer, ImarisCell, ImarisBatch (2 processors), and ImarisVantage. It is ideally suited for researchers who need the entire functionality of Imaris on a single dedicated workstation. Includes 1 year of maintenance. Background: The NIDA needs Imaris® Image Processing and Analysis Software. Specifically, the NIDA's newly established Optical Imaging Facility aims to employ cutting-edge optical imaging techniques to examine neuronal dysfunction in drug addiction. Purpose and Objectives: The Imaging Core Facility will develop various cutting-edge in vivi imaging techniques to examine neuronal circuit dysfunction in drug addiction. The in vivo imaging techniques will allow one to directly visualize neuronal changes in live animals while animals develop long-term addiction. Period of Performance/Delivery and Contract Type: The delivery will occur within 30 days. The contract type is Firm-Fixed-Price. Project Description: The Imaging Core Facility will develop various cutting-edge in vivi imaging techniques to examine neuronal circuit dysfunction in drug addiction. The in vivo imaging techniques will allow one to directly visualize neuronal changes in live animals while animals develop long-term addiction. Other Important Considerations: Not Applicable. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION: The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research, specifically the review and evaluation of the responses to the sources sought notice published in the FedBizOpps. The software can perform functions, which cannot be found in any other commercially-available software, as follows: - Load and stably handle large (50+ GB) 30/40 data sets. - Import image data into lmaris from 30+ microscopic file formats. - Interactively adjust channel and offset levels with histogram in real time. - Asynchronous texture loading for efficient image display. - Smooth panning and zooming to any location in 30 and 40 views. - Play continuous time-series data smoothly. - Interact with 30 images while playing the series through time. - Use extended section display of any number of planes in 20/30 view. - Interactive zooming and panning of gallery view and images. - Multidimensional real time (X, Y, Z) cropping. - Apply a range of 30 image processing filters. - Create arbitrary (freehand) ROis in 30 and 30 masks from ROis. - Interactively adjust black level for 30 images. - Easy to use image resize, fit and re-render functions. - Tri-linear, interactive 40 real time volume rendering. - Multi-mode volume rendering with ray tracing and surface methods. - Rendering flexibility with lighting, shadow, opacity and surface controls. - Use patented InMotion view for object selection and interaction in 3D. - Wizard-driven interface optimized for efficient workflow avoiding trial-and-error. - Segment hundreds of objects in true 3D space with 3D previews. - Fast generation, smoothing and re-sampling of iso-surfaces. - Interact intuitively with and group !so-surfaces. - Apply color properties, arbitrary lighting angle and transparency of Iso-surfaces in 3D view. - Use clipping planes at arbitrary angles and positions. - Place and position interactive ortho-slicers in 3D. - Create advanced animations in several formats/compressions and at user- specified resolutions. Bitplane is the Original Equipment Manufacturer and sole source provider/seller for the software. Therefore, the software is proprietary technology of and is trademarked under Bitplane. CLOSING STATEMENT: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
