Description
This is a market survey for the manufacture and delivery of PAR-56, 500 Watt, Incandescent Lamps, NSN 6240-01-217-0894, P/N Q20A/PAR56/1/C, for the office of the Navigation/Landing/Weather Product Division (AML-7000) located at the Mike Monroney Aeronautical Center within the Federal Aviation Administration (FAA). PAR-56 incandescent aviation service lamps will be installed in the approach areas to runways extending from the landing threshold outward. These lamps help ensure safe landing of aircraft especially at night and under poor weather conditions. The purpose of this announcement is to conduct a market Survey to solicit statements of interest and capabilities from interested vendors, in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on current data. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Therefore any cost associated with a market survey submission is solely at the interested vendor s expense. The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICSSize Standard 3351101000 Employees The FAA has a requirement for Type 1 Lamp, PAR-56, 500 Watt, Incandescent Lamps, NSN 6240-01-217-0894 P/N Q20A/PAR56/1/C, to be manufactured in accordance with FAA Specification FAA-E-2408b. The lamps, covered by FAA specification FAA-E-2408b (attached), are to be used for outdoor operation. Requirements include but are not limited to the following: All lamps shall have halogen-cycle quartz filament tubes or equivalent Sealed in a PAR-56 envelope, consisting of internally coated reflector and a cover glass as outlined in the specifications. Lamps shall be mounted in their lamp holders and normally will be installed in the approach areas to runways extending from the landing threshold outward Lamps shall function in their lamp holders in continuous or intermittent outdoor service under the environmental conditions specified in section 3.5 of the FAA Specification FAA-E-2408b The The nature of the competition and procurement method that will be conducted for this requirement has not yet been determined. The FAA will review the responses to this Market Survey and will make acquisition planning decisions based on market survey responses and the FAA s needs. The FAA may decide to conduct a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA s 8(a) Program. The purpose of this market survey is to obtain information that is to be used by the FAA in choosing the method and type of procurement competition to be used to fulfill this requirement. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA s 8(a) Program. In order to make this determination the FAA requires the following information from interested vendors in accordance with the attached documents herein: 1. CAPABILITY STATEMENT This document should identify; Type of services provided by your firm Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance) Number of years in business Clearly state whether you can manufacture the following type of lamp as specified in the FAA Specification, FAA-E-2408b (see attached): - Type I Lamp, PAR-56, Mogul End Prong - NSN 6240-01-217-0894, Q20A/PAR56/1/C, 500 Watt 2. BUSINESS DECLARATION Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. All responses to this market survey must be received by 5:00 p.m. Central (Oklahoma) Time, Friday, 26 July 2013.
