- PROJECT LOCATION: U.S. Fish & Wildlife Service, Region 3, Detroit River International Wildlife Refuge, Trenton, Michigan ESTIMATED MAGNITUDE: The magnitude of this requirement in terms of physical characteristics and estimated price range is between $1,000,000 and $5,000,000. SOCIOECONOMIC PROGRAMS: This procurement is set-aside exclusively for small business concerns. For information purposes, the North American Industry Classification Code (NAICS) is 236220, Commercial and Institutional Building Construction, with a size standard of $33.5 million. A Bid Opening will occur August 27, 2013 at 1400 CS local time. The Solicitation Package includes the following: Clauses, Notice to Offerors, Specifications, Drawings, PreCon Safety Checklist, An itemized Bid Schedule, Prevailing Wage Determinations and Bid Bond Form. Please ensure you have a complete downloaded Solicitation Package before submitting your Bid. It is the Contractor's responsibility to ensure that they receive all appropriate solicitation documents to submit a competitive Bid. PROJECT CONSISTS OF: All labor, materials and equipment required to construct a new Visitor Center/Administration building. The building will be approximately 11,800 square feet. The building will be slab-on-grade with conventional wood framing and trusses. The overall project will include, but not be limited to: Site Work: including earthwork, excavation for foundations (rammed aggregate pier) and utilities, asphalt pavement, concrete curbs and sidewalks, electric gate (option), and landscaping. This work also includes all connections to public utilities (water, gas, sewer, & electric). Carpentry: including typical wood framing and trusses, sheathing, large glulam trusses, roof sip panels, standing seam metal roofing, fiber cementitious siding and trim with aluminum soffit and fascia, aluminum storefront entrances, hollow metal doors, wood doors, hollow metal door frames, coiling grilles, gas fireplace, lockers, and casework. Interior Finishes: including gypsum board, suspended acoustical ceilings, painting and staining, carpet, reclaimed wood flooring, ceramic tile, resilient flooring, wall tile, and wall coverings. Plumbing: including the installing of a rainwater harvesting system (option), water heaters, sinks, lavatories, water closets, urinals, mop sinks, shower, pumps, hose-bibbs, and drinking fountains. HVAC: including a radiant floor heat system and a variable refrigerant (VRF/VRV) HVAC system. Electrical/IT: including primary service, panel boards, lightning protection system, light fixtures, all wire, cable boxes, and wiring devices, including cabling for telephone, data, and audio/video systems, plus associated A/V equipment. This work also includes photovoltaic roof panels and a small PV panel for the electric gate (both items included in options). Fire and Security Alarm system: including smoke detectors, motion detectors, pull stations, key pads, and audible and visible alarms. SITE VISIT: Offerors are urged and expected to inspect the site where the work will be performed. Site visit details can be found in clause 52.236-27.
