Description
NASA intends to award a sole-source bridge contract to a.i. Solutions, Inc. pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of Goddard Space Flight Centers (GSFC) Applied Engineering and Technical Directorate (AETD) due to the fact that the current FDSS contract to a.i. Solutions, Inc. is reaching its maximum ordering value much earlier than originally anticipated and well before the end of the ordering period. This procurement will provide a bridge contract, for a period not to exceed 15-months, comprised of a base period of 12 months and one 3-month option period, to allow sufficient time to finalize planning and procurement activities associated with the FDSS procurement. This bridge contract will be structured as a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The bridge contract will allow for new work until the FDSS II competitive follow-on contract is in place. The bridge contract is necessary in order to ensure program continuity and critical mission support and to avoid significant technical impacts to the AETD and supporting directorates.Awarding a bridge contract to a.i. Solutions will avoid unnecessary duplication of effort as competition for a follow-on contract (FDSS II) is underway. The current Contractor is required to provide on/off-site flight dynamics engineering services supporting all aspects of mission and instrument development and implementation as required by the AETD. An interruption and restart of those tasks, with a new contractor for a limited time until the FDSS II contract is awarded, would greatly jeopardize the success of critical and highly visible Agency programs. a.i. Solutions, Inc., as the current incumbent, has the combined training, experience, and expertise to provide uninterrupted continuation of mission critical support due to its current performance of tasks related to numerous complex NASA flight programs such as James Webb Space Telescope (JWST), Magnetospheric Multi-Scale (MMS), Global Precipitation Measurement (GPM), Deep Space Climate Observatory (DSCOVR), Mars Atmosphere and Volatile Evolution Mission (MAVEN), Joint Polar Satellite System (JPSS), and Geostationary Operational Environmental Satellite (GOES). Due to the time and substantial duplication of costs involved in procuring and phasing in another contractor, a.i. Solutions, Inc. is considered the only contractor that can meet GSFCs needs. The estimated non-competitive value of this bridge contract is $25,400,000. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, via email, to the identified point of contact not later than 5:00 PM EDST on August 5, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
