Description
This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-13C-1639507, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-68, dated June 26, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside, however small disadvantage, minority, veteran owned and HUB zone companies, etc., are encourage in submitting a proposal. The associated North American Industry Classification System (NAICS) Code is 334517, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure an automated system for the extraction of RNA and DNA from multiple samples on a sole source from BioMerieux. NIAID requires one (1) each of the NucliSENS easyMAG System, #280140, and plus Freight. This equipment will be used to evaluate clinical specimens from vaccine trials. This equipment is essential for expediting the development of vaccines that are needed for the general public worldwide. The system has unique features that make it particularly well-suited for the work described above: (1) ability to handle large volumes of specimen (up to 1 mL), (2) minimal hands-on time (15 minutes) for processing up to 24 samples, and (3) rapid turn-around time (60 minutes for 24 specimens). Other automated extraction systems will not allow for extraction of 1 mL volumes in up to 24 specimens, but this large volume capacity is needed to ensure maximal sensitivity of the qPCR assays. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price, and 3) delivery. Delivery shall be 60 days after receipt of award to Baltimore, Maryland, 21205. The government will award a fixed price purchase order to the responsible contractor. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found online at System for Award Management (SAM) https://www.sam.gov. By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in SAM will make an Offeror ineligible for award.] Copies of the aforementioned clauses are available upon request by telephone to Lawrence Bland at (301) 402-2282.
