- Ammended Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation F1H2EE3065A001 OmniSTAR Subscription Services is issued as a request for quotation (RFQ). There is a 100% Small Business set-aside for this procurement and considered Other Than Full and Open Competition. Only authorized OmniSTAR subscription service distributors shall respond to the RFQ. The North American Industry Classification code for this procurement is 334511, Search and Detection System. The Standard Industry Code for this procurement is 4899. The small business size standard for this procurement, as defined by the U.S. Small Business Administration, is 750 Employees. The following Brand Name commercial services are requested in this solicitation: 0001 - OmniSTAR Worldwide DGPS Data Service License and Support to 24 currently installed receivers 24-hour worldwide service coverage for 12 months 1001 - OmniSTAR Worldwide DGPS Data Service License and Support to 24 currently installed receivers 24-hour worldwide service coverage for 12 months, Option Year 1 2001 - OmniSTAR Worldwide DGPS Data Service License and Support to 24 currently installed receivers 24-hour worldwide service coverage for 12 months, Option Year 2 3001 - OmniSTAR Worldwide DGPS Data Service License and Support to 24 currently installed receivers 24-hour worldwide service coverage for 12 months, Option Year 3 4001 - OmniSTAR Worldwide DGPS Data Service License and Support to 24 currently installed receivers 24-hour worldwide service coverage for 12 months, Option Year 4 Period of Performance will be 12 Aug 2013 - 11 Aug 2014, Base Year, plus 4 one year Options (5 years total) "Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." FAR 52.212-2, Evaluation-Lowest Price Technically Acceptable (LPTA) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: - The Government will award to the lowest price contractor who can prove they are an authorized OmniSTAR distributor. - Submit Proof of authorized OmniSTAR equipment/services distributor. - Price and any discounts provided to the Government. The offeror must be an authorized, qualified, and certified vendor and must quote on an all or none basis. Written quotes are required (oral offers will not be accepted). Only one contract will be awarded. Offerors shall be registered in System For Award Management (SAM) registration database @ https://www.sam.gov to be considered for award. Quotes shall be received no later than 1:30 PM PST, Sunday, 28 July 2013.
