- Description
- The purpose of this announcement is to fulfill the requirement of FAR 5.201. The National Institute of Standards and Technology (NIST) intends to issue a contract to the MTS Systems Corporation for MTS Controller and Software Upgrade. The National Institute of Standards and Technology, Material Measurement Laboratory, Applied Chemicals & Materials Division (ACMD) is required to bring networked computer systems in compliance with current IT security protocol. One of the requirements is that systems on the network will only run Microsoft Windows 7 operating system. Many of the current MTS controllers and associated software cannot operate from the Windows 7 operating system and upgrades are required. ACMD is upgrading computers to use Windows 7operating systems. In the fatigue and fracture mechanics labs, each of the attached MTS controllers and installed software are different in controller type as well as software version. In order for the equipment attached to those computers to successfully run from the Windows 7 operating system a variety of upgrades are required as defined in the Tasks below: 1) Upgrade one (1) TestStar IIs controller with a FlexTest 40 station and upgrade software and provide installation and calibration. 2) Upgrade three (3) FlexTest SE controllers with Windows 7 compatible software 3) Upgrade two (2) FlexTest SE controller with Windows 7 compatible software and clip gage controlled fatigue crack growth test module. Based on the market research conducted, it has been determined that MTS Systems Corp. is the only source available to provide the above products and services due to the proprietary nature of the system. IAW FAR 5.203(a) & 6.302-1(d)(2), The Government intends to award a contract to MTS Systems Corp. with a performance period of 8 weeks from the date of award. The estimated date of award of this action is 8/1/2013 with an effective date of 8/1/2013. Any responsible source that currently possess the requisite knowledge, experience, and capability (must be approved to upgrade the MTS system currently being utilized by NIST) to meet this requirement may submit information to demonstrate such; however, this announcement does not represent a solicitation as defined in FAR 2.101 and any subsequent submission in response to this notice does not obligate the government to make award to a source other than that identified above. To be considered, any information submitted in response to this request shall 1) be received no later than 3 days prior to the anticipated award date identified in this notice; and 2) contain sufficient detail to demonstrate the capability and experience to meet the requirement; and 3) shall not exceed 10 pages including attachments.
