- ATTACHMENT 2, INSTRUCTIONS TO OFFERORS ATTACHMENT 1, SPECIFICATION AND DRAWING SOLICITATION 19 July 2013: Posting Soliciation and attachments. Please Note: Attachment 2, Instructions for Offerors provides information for the site visit. If you intend to participate in the site visit, please follow the instructions provided. ***************************** Arnold Engineering Development Complex (AEDC), Arnold AFB TN has a requirement for the supply and installation of an upgraded alternating current crane control system. This work includes providing the necessary materials, equipment, and labor for the demolition of the existing direct current (DC) crane control system and the installation of the AC control system. This requires installing AC motors with variable frequency drives in all motions for the trolley, bridge, main hoist, and auxiliary hoist, new controls, brakes, reconfiguration of existing crane components, and the installation of a new radio remote control, for an existing crane. This crane is an interior overhead travelling bridge crane, approximately 60 feet above ground. The existing crane has a crane service class of D and the crane, once upgraded, shall remain as Class D. All items shall be FOB Destination to Arnold AFB, TN and all prices must include these shipping charges. The anticipated period of performance is 150 calendar days after receipt of order. This procurement will be solicited as Small Business Set-Aside under NAICS code 333923 with a small business size standard of 500 employees. All offerors and manufacturers must be small businesses since the Small Business Administration has not waived the Non-Manufacturer Rule. Offerors are to register in System for Award Management (www.SAM.gov) in accordance with FAR 52.204-99 prior to submission of proposal. The Request for Proposal (RFP) will be available on or about 15 July 2013. The RFP will only be available electronically on the Federal Business Opportunities (FBO) website. Please register as a source to be notified of RFP amendments, etc. It is the responsibility of the vendor (even those registered as a source) to check the FBO website frequently to ensure they have all available information. AF 5352.201-9101 OMBUDSMAN (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM or AFISRA ombudsman, Air Force Test Center Vice Commander, 1 South Rosamond Blvd, Edwards AFB, CA 93524-3784, Phone Number (661) 277-2810, Facsimile Number (661) 277-7593. (d) The ombudsman has no authority to render a decision that binds the agency.
