Description
The Federal Bureau of Investigation (FBI) has a requirement for nationwide vehicle leasing, rental, maintenance, and fuel. This requirement will support a number of task forces throughout the country. This Request for Information is being used to obtain companies' vehicle leasing/rental capabilities and feedback on industry standards and best practices. Note: RFI responses will not be shared with other industry suppliers and will be used solely for market research purposes. The period of performance is anticipated for a base year plus four option years, with an expected start date of January 2014. The FBI anticipates a requirement for up to 3,000 vehicles that may be ordered and in operation in any combination of specified types at any given time. All vehicles provided to the FBI shall be covered for supported maintenance and fuel programs. This RFI provides a general description of the scope and purpose of a potential solicitation and requests feedback on industry standards and best practices. Program Management The FBI requires a Program Manager assigned to its account that will oversee all aspects of this program. All arrangements between the FBI and the company shall be coordinated through the Program Manager or his/her designees. The Program Manager assigned to the FBI shall manage timeliness and accuracy of order fulfillment at all CONUS locations, plus Puerto Rico and Alaska. FBI Task Force Managers and designated Contracting Officer(s) shall have direct access to the assigned Program Manager for any and all questions or issues that may arise. The company's national organization shall be the principal interface with the FBI and shall be responsible for making all arrangements with local distributors and dealerships; to include ensuring ordered vehicles are available for pickup and making any payments due to those outlets. Vehicle Types and Features The following vehicle types are required by the FBI: sedans, sport utility vehicles, cross-overs, mini-vans, and pickup trucks (with or without extended cabs / with or without short beds). Vehicles may be the products of domestic manufacturers or domestically built foreign manufacturers. Vehicles, when initially provided, shall be of current or one prior model year, either new or with less than 15,000 miles at time of delivery, with FBI approval. Vehicles shall comply with applicable Federal Standards, including emission control standards that may exist in any location where a vehicle shall be delivered. Vehicles shall have all standard features, except as identified herein. The Company will have discretion to selection option packages. However, all vehicles shall include the following features; air conditioning, window tinting (factory preferred; aftermarket permitted; omission only upon concurrence by the FBI), at a minimum automatic transmission, power package, cruise control, and tilt steering. The FBI will require a complete list of colors, makes, and models available for ordering. National Security Considerations Due to the sensitive nature of the requirements and the operations supported by the contract, any resulting solicitation will not be publicized. Throughout the course of this contract, a company may have access to sensitive information. For this reason, the company will be subject to FBI background and security reviews. Further, specific personnel assigned to support the program, such as the Program Manager, may be subject to individual background investigations. Submission Requirements Vendors are asked to refrain from submitting proposals. Responses to this RFI should include the information requested below and should reference the question number in each response. 1. Please provide your Company Name, Company Address, Point of Contact, Telephone Number, e-mail Address, and Size of your Organization (i.e., Large Business, Small Business, etc.). If applicable, provide your General Services Administration, Federal Supply Schedule Contract Number. 2. Responses should identify your organization's experience and capability providing lease/rental vehicles on a nation-wide basis. Summarize the particulars of any teaming arrangement, number of locations, fleet size, etc. 3. Provide a discussion of availability of different types of vehicles and the ability to procure vehicles as required by the FBI nationwide. 4. Provide information concerning how pricing is determined (lease length, class of car, etc.). Is mileage considered in pricing structures? Are there penalties for early trade-in due to mission requirements? 5. What type of maintenance would be included in a maintenance plan and what repairs/maintenance would be listed as separate charges? 6. Provide documentation or supporting data for all the questions listed above in the submission requirement. Responses should be submitted via email to beth.zelman@ic.fbi.gov. The cost of responding to this RFI shall be exclusively borne by the company and no costs will be reimbursed by the FBI. The FBI makes no implied or in fact contract action by issuing this RFI.
